Re: SUP 308-08 Nancy Roe and Lynn Green

The Engineering Department provides the following comments on a request by Nancy Roe and
Lynn Green for special use permit approval for an automotive wrecking /salvage yard in an M-1
Light Industrial zoning classification. The site is located on the south side of Summers Street
approximately 945 feet east of Kit Avenue and approximately 500 feet west of Centennial Way.
Development Plans
1. Development Plans— Prior to commencing construction, plans must be prepared by the
developer's engineer and approved by the City Engineering Department which shall include the
following items:
a. Potable water (per City and DEQ requirements);
b. Sewer facilities (per City Policy);
c. Vertical Datum based on NAVD 88 Datum.
Irrigation
1. Irrigation water shall be obtained from applicable Irrigation District sources. City municipal
water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-
12 are met.
2. The developer shall maintain any existing upstream drainage rights and downstream
irrigation water supply rights across the property. During the design phase of this project,
the developer or his engineer is to contact the appropriate irrigation district to help ascertain
these rights. These rights shall be shown in full, topographically, and submitted for review
along with the developments proposed construction drawings. Appropriate facilities to
convey irrigation and drainage water across the property to take care of any offsite needs
shall be included. Existing irrigation facilities shall be relocated out side the public right-of-
way. There is to be no discharge of gravity irrigation return water into the storm water
system.
3. Supplying irrigation district shall approve the location of the delivery point.

4. Updates to the City's Landscape Ordinance with respect to the pressure irrigation shall be
retro applicable as provided for in any such update.
Storm Drain
1. As noted previously, provision is to be made for the disposal of stormwater drainage in
accordance with the City Stormwater Management Manual and any updates adopted
subsequent to this application. A copy of this policy is available upon request. The engineer of
record is to provide calculations, which indicate that the assumptions in his stormwater
drainage plan comply with the requirements of the stormwater manual
Rights-of-Way
1. The applicant shall provide to the city, a legal description of the subject property to determine if
the existing Summers Street cul-de-sac falls within public right-of-way. If not, the applicant shall
dedicate to the public the necessary right-of-way requirements for the portion of the Summers
Street cul-de-sac that is adjacent to the subject property.
2. The existing forty (40) foot half width along the remaining Summer Street frontage meets city
requirements for an Industrial Street Section.
Sanitary Sewer
1. Sewer is available from a 15" main located adjacent to the subject properties northerly
boundary in Summers Street. The applicant shall be required to connect to these city services.
Water
1. Water is available from a 6" line located adjacent to the subject properties northerly boundary
in Summers Street. The applicant shall be required to connect to these ity service a i(444Q
2. All on site water mains will need to be looped into existing mains for fire flow and -ter quality ,
purposes. Internal main sizing and construction plan approval, will be dependent upon the
availability of fire flow.
3. The location of water service and providing of easements are to be decided during review of
improvement plans.
4. All weather surfaces shall be required adjacent to mainlines that fall outside the public right-of-
way
General
1. Construction of dedicated facilities or construction within any dedicated right-of-way is to be
performed by an appropriately licensed public works contractor and shall comply with
applicable City, State, and Federal standards.

2. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic
Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic
control plan to the City Engineer for review prior to any construction within the right-of-way.
3. Prior to commencement of construction in any dedicated right-of-way, or construction of any
improvement intended for dedication to the City or connected to a City facility, the City
Engineering staff is to be notified. This preferably will take place in a pre-construction
conference scheduled by the engineer of record in which all appropriate personnel and utilities
are present. Appropriate City personnel are to be notified in advance of all testing (including
compaction, pressure and coliform, etc.) and given opportunity to be present during conduct of
the testing. The engineer of record or his designated representative is to witness all tests and a
log of inspection visits and testing results is to be kept by the engineer of record or his
representative.
4. Existing easements for drains, canals or supply ditches (not including prescriptive easements)
and appropriate easements, existing or new, for transmission lines, and other utilities shall be
clearly indicated on the submitted site plan.
5. No structures shall be placed within easements.
6. Any note, item or drawing element on the plats, construction drawings, engineering drawings
and/or design drawings related to the property inconsistent with City Codes, Policies and/or
Ordinances shall not be construed as approved unless it has been specifically addressed and
granted by City Council.
