Re: SUP 324-09 Townsend/Gilbert Indoor Soccer field
Date: April 3, 2009
The Engineering Department provides the following comments on a request by Ron Townsend and
Bill and Arlene Gilbert for a Special Use Permit for and indoor soccer field in an existing building
located in an M-1 light Industrial zone and addressed as 1505 Industrial Way.
Sanitary Sewer &Water
1. The site is currently connected to both sewer and water
2. The construction of any internal water mains to facilitate Fire Dept requirements shall be placed
within a fifteen (15) foot wide utility easement. Said facilities shall be dedicated to the City of
Caldwell.
3. Additional connection fees may be required at the time of Change in Use.

CFD comments regarding the indoor soccer field at 1505 Industrial Way:
1.) Will require a NFPA 13 automatic fire sprinkler system for the entire building unless the end uses are
separated by appropriately rated fire walls.
2.) Will require a fire alarm system (monitoring and evacuation) in conjunction with the fire sprinklers.
3.) Will require one (1) new fire hydrant w/Storz fitting. (We will not require it to be at the back of the
property but at the street in front of the building on Industrial Way.)
4.) Will require illuminated exit signs and emergency lighting units.
5.) Will require approximately six (6) 2A:10BC rated fire extinguishers.
6.) Will require bollards around the gas meter.
7.) Will require fire lane entry signage and marked parking stalls with a twenty foot (20') wide fire land
around the entire building.
This list is not all inclusive pending us conducting a full plan review for the building permit application.

Anne Marie, Numerous private contractors who do excavation work will install fire hydrants. I don't know of any
specific requirements but you may want to check with Gary Shoemaker or Engineering. One exception is for
water lines which serve a fire sprinkler system (as could possibly be the case at the indoor soccer arena on
Industrial Way). Those water lines must be installed under the oversight of a state licensed fire sprinkler installer.
That's because they are the first "private" leg of the water supply for the fire sprinkler system. In those cases fire
department inspections of that water line is also required because it is considered part of the fire sprinkler
system. We do three inspections—an "okay" to cover the pipe (underground cover inspection), a two-hour
hydrostatic pressure test at 200 PSI and a flush of the fire line before it is hooked to the sprinkler riser.
The work required involves trenching and usually entails cutting city streets to "tap" a city water main located in
the public R-O-W. This is done with approvals by the Water Dept. and Engineering Dept. The waterline runs to
where the hydrant is to be located and then connects to the "bury" of the hydrant (underground portion with valve)
which goes upward to the hydrant's base at grade level.
If you want, I would be glad to take you out to a couple of job sites so you can see "first hand" exactly what I am
talking about. It would be good to show you a fire sprinkler system installation process, too.
