1- A building permit will be required for the change in use.
2- An accessible route must be provided to the basement area. There was a chair lift provided by the previous
school but it has been removed. A separate permit will be required for this if it is not submitted with the original
permit application.
3- The gate obstructing the direct access of the North exit will need to be removed. It was removed by the previous
school but has since been reinstalled.
4- The underside of the south exit stairs shall be protected with 5/8 type x sheet rock within the storage room.

Free Methodist/Game Time
This office has several concerns regarding this SUP which should all be addressed with the building
permit that will be required for this use. The existing fire sprinkler system needs immediate attention to
clean up areas of deficiencies and receive a current inspection certificate. The same would probably
apply to the fire alarm system. The exterior devices will also require servicing. A complete and detailed
list of requirements will be made available with the Fire Plan Review. Other than these necessary safety
items this office has no further concerns.

Community Center

The Engineering Department provides the following comments on a request by Free Methodist
Church of N. America and Game Time Open Door Community Center for special use permit for an
educational program in the basement of an existing church in an R-1 Low Density Residential
zone. The proposed site is located at the southwest corner of Montana Ave. and Spruce Street.

)0 Rights-of-Way
1. Montana Ave is classified as a Minor Arterial. The owner shall be required to dedicate as public
right-of-way a forty (40) foot one-half width right-of-way along the Montana Ave Street frontage
(minus existing) to meet City of Caldwell requirements.
� ,c2. Spruce Street is classified as a collector. The owner shall be required to dedicate as public
J £' right-of-way a thirty (30) foot one-half width right-of-way along the Spruce Street frontage
4/ (minus existing) to meet City of Caldwell requirements.
Street
1. The applicant shall improve the Montana Avenue frontage to include a 26.0 foot half-width
street section center-line to back of curb. The street shall feature standard vertical curb and
gutter, 5 foot sidewalks, sub-base and asphalt paving, required storm water drainage facilities
and streetlights.
2. The applicant shall improve the Spruce Street frontage to include a 20.5 foot half-width street
section center-line to back of curb. The street shall feature standard vertical curb and gutter, 5
foot sidewalks, sub-base and asphalt paving, required storm water drainage facilities and
streetlights.
3. New and existing approaches shall meet the requirements as specified in the Caldwell Access
Control Standards for State Administered Highways and City Administered Surface Streets
Ordinance. Although the existing approach on Spruce Street and the northerly approach on
Montanan Ave do not meet these standards, they shall be retained as a full access approaches
at this time. Further land use shall initiate subsequent review of these approaches.
4. All street improvements shall be constructed to City of Caldwell specifications including curb,
gutter, sidewalk, sub-base, asphalt paving, storm water drainage facilities, and street lights

Sewer
1. The site is currently connected to sewer.
Water
1. The site is currently not connected to municipal water services.
2. Water is available from an 8" line in Montana Ave and a 10" line in Spruce Street.
3. The applicant shall connect to municipal water services.
Storm Drain
1. Provision is to be made for the disposal of stormwater in accordance with the City Stormwater
Management Manual. A copy of this Manual is available upon request. The engineer of record
is to provide calculations, which indicate that the assumptions in his stormwater drainage plan
comply with the requirements of the stormwater policy.
Irrigation
1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
General
1. Prior to commencement of construction in any dedicated right-of-way, or construction of any
improvement intended for dedication to the City or connected to a City facility, the City
Engineering staff is to be notified. This preferably will take place in a pre-construction
conference scheduled by the engineer of record in which all appropriate personnel and
utilities Appropriate City personnel are to be notified in advance of all required inspections.
2. Appropriately licensed public works contractors shall perform all construction within public
right-of-way.
3. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic
Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic
control plan to the City Engineer for review and secure an appropriate right-of-way permit
prior to any construction within the right-of-way.
