PUBLIC RESPONSE ITEM DATE SUBMITTED BY Jarom Wagoner • From: cfrancisco36 @yahoo.com Sent: Tuesday, May 12,2015 4:15 PM To: Jarom Wagoner Subject: The Blue Eye Night Club To whom it may concern: I, Francisco Castellanos, a concerned citizen and business owner of The Blue Eye Night Club located at 4922 E. Cleveland Blvd Caldwell ID, am strongly AGAINST the City of Caldwell allowing another night club to open. With there being 3 spanish night clubs within 3 miles from each other, it has already been tough to maintain a profitable business. With another night club coming into town in addition to all the promoters that are bringing events to the O'Connor Field House, my business along with Colombia Event Center and Club Extacy cannot survive. Due to a family emergency, I am not able to be there personally. Please keep us in mind when making this decision as it will strongly affect our businesses. Thank you for your time. 1 ? •.--. \ Jarom Wagoner From: Filly Arcos[fillyarcos @yahoo.com] Sent: Wednesday,May 27,2015 7:05 AM To: Jarom Wagoner Subject: Hearing Jarom How can we request the 6 man panel for the public hearing on June 9th for the Portales nightclub? I think they had more questions and are more concerned then the last 1 man person that handled the hearing. Myself along with the Blue Eye Nightclub and Colombia event center would attend to block the opening of the club. We just really think there's too many clubs already in the area for one more to open. Please Let us know what steps we can take to prevent this or request the 6 man panel to hear us out or someone to hear us out and understand our concerns. the last time the guy said just cause of what I said he doesn't take it in consideration to not let them open is there someone else we can go to?? 1 To whom it may concern Juan Garcia from Los Portales Night Club came in and we came to an agreement with them using our parking lot after our normal business hours. I understand the business will provide a gathering place for special events, classes, weddings etc. To ensure my residents will not be affected,my concerns are as follows; • Excessive noise • After hours traffic • Parking • Security After speaking with the owner of the building John Wardle, and the prospective manager Juan Garcia,we were assured that the above-mentioned concerns would be addressed. They are aware that the business is located very close to the Mallard Cove Apartments and would be considerate and take great care to prohibit a negative environment for my residents. If you have further questions, please contact me at 208-454-3951. EQUAL HOUSING OPPORTUNITY Jarom Wagoner From: Patrick McKeegan[pat.pma.boise @gmail.com] Sent: Monday,June 01,2015 2:41 PM To: Jarom Wagoner;Juan Subject: Re: Portales Night Club Attachments: additional parking concept 5-27-15.pdf Jarom - I was able to get a set of the old Idaho Athletic plans and ran occupant load calculations. I came up with a load of 853 so the building official, fire marshall and I must be using the same methodology. Juan is getting a letter from the property owner to the west and south indicating his williness to lease the vacant property and a portion of his paved parking. Attached is a very conceptual plan showing the parking configuration on the vacant parcel. It provides 133 spaces, there are 7 more available on the adjacent properties paved parking. I discussed the landscape and sidewalk situation with Juan. He does not have a problem with the requirement, just the timeing. As we discussed he would like the requirement for construction deferred until September 2016. this will give him time to get the business up and running so he can obtain the capital required for the improvements. I would also like to request that conditions 8.12 and 8.13 be modified to allow landscape stone in lieu of grass ground cover. Because of the current drought I have been specifying drought resistant landscape materials and trees and substituting the stone for grass to reduce water consumption. Please let me know if this email will suffice for a response to the hearing comments, of if you need a formal letter. I will be in attendance at the June 9th hearing in case any other issues come up. Thank you for your help. Patrick On Mon, May 18, 2015 at 6:29 PM, Jarom Wagoner<jwagoner@cityofcaldwell.org>wrote: Attached is the staff report and docket.
