RE: SUP-15-07 PICK-A-PART JALOPY JUNGLE
The Idaho Transportation Department(ITD)has reviewed the referenced special use application for
Pick-a-Part Jalopy Jungle located at 6219 Cleveland Blvd. northeast of I-84B (Cleveland Blvd.). ITD
has the following comments:
1. ITD has no objection to this application and does not require any mitigation.
2. The current accesses are not permitted but were constructed as part of a project. Any
change to these access will warrant updating to the current IDAPA 39.03.42 standards.
3. The State of Idaho has comprehensive rules for Junkyards per IDAPA 39.03.40., including
screening, fencing,planting materials, and earthen embankments.
4. If the application is accepted, the applicant will need to update the current permit by
sending ITD a map of the additional location.
5. Idaho Code 40-1910(1) states no advertising display shall be placed or maintained within
the right-of-way of any highway.
6. The State of Idaho has comprehensive rules governing outdoor advertising(IDAPA
39.03.60), including a limitation that signs not"dazzle or blind"drivers. The current trend
toward high intensity signs has caused an increasing number of driver complaints on
urban segments of the State Highway System.

The Engineering Department provides the following comments on a request by Jalopy Jungle\Mark
Salvi for a special-use permit to operate a salvage yard\wrecking yard within the M-1 (Light
Industrial) zone. The subject property is located at 6219 Cleveland Blvd. in Caldwell, Idaho.
General
1. All sidewalks, pedestrian ramps and driveway approaches, new or existing, within the public
right-of-way shall be improved to meet requirements specified in the United States Access
Board's Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way,
I.S.P.W.C. (2015 edition)and City of Caldwell Supplemental Specifications to the 2015
I.S.P.W.C.. When in conflict the more restrictive specifications shall apply.
2. Site vehicular access points, whether existing or proposed, shall be brought into compliance
with City of Caldwell access standards (found in City Code 13-05-09). This may require
revisions or closures of existing driveways.
3. Permits shall be secured from both the City and the Idaho Transportation District(I.T.D.)for
work within the Cleveland Blvd right-of-way. The applicant shall adhere to any additional
requirements or concerns expressed by I.T.D.
4. Work within the right-of-way shall be performed by an appropriately public works licensed
contractor.
5. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff is
to be notified. Appropriate City personnel are to be notified in advance of all required
inspections.
6. All traffic control for the project shall meet the requirements of the 2009 Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a
traffic control plan to the City Engineer for review prior to any construction within the right-of-
way.
7. The proposed fence shall be located out of any planned or existing right-of-way.
