New Business Case Number SUP-15-12 a request by Greg Strikwerda/All Parts kt t- Brokers for a special-use permit to operate an automotive wrecking/salvage yard within the M-1 (Light Industrial) Zone. The subject property is located at the southwest corner of Blaine Street and 36th Avenue in Caldwell, Idaho. Case Number SUP-15-13 a request by Lucus Hansen for a special-use permit to construct a mini-storage unit facility within the M-1 (Light Industrial)Zone. The applicant is proposing to construct a total of 768 enclosed storage units, as well as provide outside storage for RV's and other vehicles. The subject property is located at the 5202 E. Ustick Road in Caldwell, Idaho. Case Number SUP-15-14 a request by Lucus Hansen for a special-use permit to construct 3 off-premise signs (billboards)within the M-1 (Light Industrial) Zone. The subject property is located at the 5202 E. Ustick Road in Caldwell, Idaho. Case Number ANN-15-05 a request by Jacksons Food Stores Inca to annex 6.70 acres, more or less, with an H-C (Highway Corridor) zoning designation, and development agreement. Adjourn SUGGESTIONS FOR TESTIFYING AT PUBLIC HEARINGS 1. Remember your objective...It is your objective to persuade the decision makers to vote or decide in favor of your side of the issue.It will not help your cause to anger,alienate or antagonize the decision makers who are listening to your presentation. 2. Show your strength...Many neighborhood groups have organized their testimony by having one or a few people speak on behalf of the group.The leader will ask those in the audience supporting the testimony to stand.This conveys to the decision makers the seriousness with which the issue is viewed by the attending parties. 3. Speak to the point...Public officials have heard hundreds of people give testimony.They are grateful when the testimony is pertinent,well organized,and directly regards the matter at hand.Long stories,lectures or philosophy,abstract complaints about generalities,or redundant testimony are usually a poor use of time. 4. State your recommendation. 5. Be informed....Get a copy of the plan being heard, the staff report, the proposed ordinance,or other pertinent material.Then read it and plan your comments accordingly. 6. If you don't wish to speak,write it down...and submit it prior to the hearing.If written testimony is specific,to the point and concise,it will be given as much attention as oral testimony. 7. Be reasonable....Put yourself in the shoes of the decision makers.They must balance all points of view,interests and proposals being made,and find the best course for the overall public good.While.Be prepared to compromise. Call to Order— Hearing Examiner, Mr. Jerome Mapp, opened the meeting for the public hearing at 7:04 p.m. II. Review of Proceedings—Mr.Jerome Mapp outlined the procedures for the public hearing. Members Present: Jarom Wagoner(Senior Planner/Development Team Leader); April Cabello (Planning Technician); and Robb MacDonald (City Engineer). Members Absent: Brian Billingsley(Planning Director). III. Old Business: A. Mr. Mapp approved the Minutes of the September 15, 2015 meeting as previously signed by Hearing Examiner Mapp. IV. New Business: A. Case Number SUP-15-12 a request by Greg Strikwerda/All Parts Brokers for a special-use permit to operate an automotive wrecking/salvage yard within the M-1 (Light Industrial) Zone. The subject property is located at the southwest corner of Blaine Street and 36th Avenue in Caldwell, Idaho. Testimony: Jarom Wagoner, Senior Planner/Development Team Leader, 621 Cleveland Blvd., Caldwell, ID 83605, presented the staff report and stated that the applicant is requesting special-use permit approval to expand his wrecking/salvage yard located at 3607 Cleveland Boulevard onto the site. The subject property is located at 0 Cleveland Boulevard, located adjacent to the west of 3607 Cleveland Boulevard. The applicant has indicated in the letter of intent, that if approved he plans on erecting an 8-foot fence around the outer edge of the property. Mr. Wagoner stated that the subject property currently is bare ground. The applicant owns and operates All Parts Brokers, a wrecking/salvage yard located directly east of the subject property. The intended use is for storage and/or dismantling of vehicles on the site. There are not buildings currently planned for the subject property. The property was rezoned to M-1 in June of 2015. Mr. Mapp wondered about any code violations, max fencing height and that this application will comply with the requirements of Pioneer irrigation. Hearing Examiner Minutes Hearing on November 10,2015 - I 1 Mr. Wagoner confirmed that there were no code violation on this property and stated that the applicant had already cleaned up old trees on the property; also confirmed the max fence height is 8'. Mr. Wagoner stated that they had received comments from Pioneer Irrigation in regards to the rezone application. It addressed the easement that Pioneer maintains for the Mason Drain and not allowing landscaping within that easement. Greg Strikwerda, applicant, 2813 S Indiana, Caldwell, ID signed in favor of the application and gave supporting testimony. Mr. Strikwerda stated that this is a good use of the land, better than letting it sit vacant. He will open the fence between the two properties and expand storage for vehicles. Mr. Strikwerda also stated that it will allow him to have more inventories and hire more people. Mr. Mapp wondered if he would place an 8ft fence around both properties. Mr. Strikwerda responded yes and that there is already an 8ft fence around one of the properties and they will replace part of an old fence and extend it. Mr. Mapp asked what happens to the fluids after cars are taken in. Mr. Strikwerda responded that they have a tear down bay with a 300 gallon oil recovery system which gets pumped almost every month and the antifreeze gets put into barrels and sold, the gas gets put into barrel and used the for forklift and other equipment around the yard. Mr. Mapp also wondered about the batteries. Mr. Strikwreda stated they have one spot on the property for batteries and Interstate Batteries comes once a week to buy all the batteries. Mr. Strikwerda further explained they crush tires every two to three months. Mr. Mapp confirmed they do not crush cars. Mr. Mapp asked the applicant if they had read the staff report and if they agree with all the conditions set forth. Mr. Strikwerda responded yes he had read the staff report and he agrees with all the conditions. MR. MAPP CLOSED THE PUBLIC TESTIMONY. Comprehensive Plan Analysis for SUP-15-12 (Special-Use):The Hearing Examiner accepted the comprehensive plan analysis as listed in the staff report. Findings of Fact for SUP-15-12 (Special-Use): The Hearing Examiner accepted the general facts as outlined in the staff report, public testimony, and the evidence list.
