SPECIAL MEETING
CALDWELL CITY COUNCIL
February 29,2016
6:00 p.m.
The Mayor called the meeting to order at 6:00 p.m.
Council members present: Callsen,Pollard,Stadick,Ozuna,and Hopper.
Staff members present: Mark Hilty, Carol Mitchell, E1Jay Waite, Keri Sigman, Brent Orton, and Robb
MacDonald.
(IMPACT FEES[PARKS&SAFETY SERVICES])
E1Jay Waite,411 Blaine Street,presented an Impact Fee Review handout and outlined its content. He explained
that the Park Impact Fee Schedule was originally adopted when the community's population was approximately
35,000 in size.The City of Caldwell now has a reported population of over 50,000.The parks impact fee was
calculated at approximately 60%rather than fully funding it at 100%in order to keep the building permits fees
comparable to surrounding municipalities. He noted that the parks yet to complete include the Silver Bridge
Park,Lincoln Road Park,Norman Park,and Gabiola Park.
A complete review of the Impact Fee Schedule for Parks and Safety Services is necessary due to the increase of
population. Mr. Waite stated that he is in the process of completing such a review which will be discussed
within upcoming budget workshops.
Discussion followed.
Brent Orton reported on impact fee comparisons from surrounding area municipalities.
(VETERAN'S MEMORIAL HALL ELEVATOR PROJECT)
John Muirhead,Caldwell Veterans Council Chairman,presented updates concerning the remodeling project of
the Veteran's Memorial Hall. Handouts were provided to the City Council Members. He noted that the
estimated cost for remaining capital projects amounts to $897,000. Capital improvements to date total
$655,800. Most of the capital improvements have been accomplished through volunteer labor totaling 15,239
hours. He reported that the work has progressed to the point in which licensed contractors are now required to
conduct the plumbing and electrical work within the building.
Discussion followed concerning the Caldwell School District's obligation to replace a portion of the HVAC unit
due to vandalism prior to the City of Caldwell purchasing the building. Mr.Muirhead will follow-up with City
staff concerning this issue.
Mr.Muirhead outlined the need for the elevator within the building to meet the requirements of the American
Disabilities Act. Additional funding is needed to complete this project. The estimated cost of the elevator is
$365,000.
The Mayor stated that Council could review fund balances to assist in the remodeling efforts.
Councilman Callsen suggested that possibly licensed contractors could be recruited to assist. Mr. Muirhead
responded that labor could be volunteered; however, the budget currently does not allow for purchasing of
needed materials. Financial assistance is mandatory.
Discussion followed concerning the possibility of phasing the projects to allow for assistance with the
completion of the Veterans Memorial Hall.
The Mayor noted that he is working to make contact with Idaho congress representatives and the Veterans
Administration concerning potential donations and grants to complete the elevator project.

Scheduled Meeting at 6:00 p.m.
