CONSENT CALENDAR:
1. Approve acceptance of the minutes of the Regular City Council Meeting held on January 4,
2016;the Caldwell Industrial Airport Commission Meeting held on January 7,2016; and the
Indian Creek Plaza Committee Meeting held on December 8,2015;
2. Approve the Order of Decision for Case No.ANN-15-05(Jackson's Annexation);
3. Approve Resolution No. 02-16(B) authorizing the execution of an Addendum to the
Memorandum of Understanding with Vision Internet Providers;
4. Approve Resolution approving the appointment of the thirteen board members and officers
comprising the Caldwell Veterans Council for the year 2016;
5. Approve Resolution of Intent for the formation of LID 16-2 (Construction and replacement
of concrete curbs, gutters, sidewalks, pedestrian ramps, and drive approaches on city rights-
of-way in the City of Caldwell)and set the protest hearing date for February 1,2016;
6. Approve Resolution authorizing the purchase of five direct mount ceiling fans and assembly
kits from Big Ass Solutions in the amount of$31,875 for the O'Connor Field House;
7. Approve Resolution accepting an Easement from J.L.Williams and S.Worrel for the purpose
of accessing property along the south bank of the Boise River and west of the Chicago bridge
to operate and maintain a USGS Boise River Gauging Station;
8. Approve Resolution accepting the dedication of sewer, water, storm drain, pressure
irrigation, and street light improvements from Hubble Homes in Cirrus Pointe Subdivision
No.2;
9. Approve Resolution accepting an Easement from Vintage Lionwood,LLC for the purpose of
constructing, operating, and maintaining water mains, sewer mains, and public access across
a portion of Vintage Lionwood,LLC property;
10.Approve Resolution accepting an Easement from Vintage Lionwood,LLC for the purpose of
constructing, operating, and maintaining water mains, sewer mains, and public access across
a portion of Vintage Lionwood,LLC property;
11.Approve Resolution accepting the 2016 Irrigation Assessment Roll, accepting Estimate of Expenses
for Irrigation System, setting Irrigation Assessments and Fees, and setting the date and place for the
Board of Corrections Meetings for March 09-11, 2016 in the Caldwell Water Office at 305 W.
Chicago pursuant to Idaho Code for pressure irrigation provided by the Caldwell Municipal Irrigation
District;
12.Approve Resolution accepting the award of contract for filter equipment for the Caldwell
Wastewater Treatment Plant Filter Building Project to Leopold(Xylem Water Solutions) in
the amount of$2,185,197.28;
13.Approve Resolution accepting the dedication of sewer,water,storm drain,pressure irrigation
and street light improvements from Trilogy Development in the Quail Ridge Subdivision
Phase 2;
14.Approve Resolution authorizing the execution of the Settlement Agreement regarding a Tax
Deed associated with property located at 5315 Ormsby Avenue.

NEW BUSINESS:
1. Consider appeal of Industrial Builders, Inc. pursuant to Idaho Code §67-2805(3)(b)(iv)
regarding public works prequalification.
2. Protest Hearing: To consider the acceptance of the Assessment Roll prepared in connection
with Local Improvement District(LID)No. 14-3 (Water mainline construction requested by
property owners).
3. Consider Bill No. 6 (Ordinance No. 3032) in association with Local Improvement District
(LID)No. 14-3 with a request to waive the rules and pass on the first reading.
4. Protest Hearing: To consider the acceptance of the Assessment Roll prepared in connection
with Local Improvement District(LID)No. 15-1 (Construction and replacement of concrete
curbs,gutters,sidewalks and driveway approaches in the City of Caldwell.)

5. Consider Bill No. 5 (Ordinance No. 3031) in association with Local Improvement District
(LID)No. 15-1 with a request to waive the rules and pass on the first reading.
6. Protest Hearing: To consider the acceptance of the Assessment Roll prepared in connection
with Local Improvement District(LID)No. 15-2 (Payment of connection fees for sewer and
water).
7. Consider Bill No. 4 (Ordinance No. 3030) in association with Local Improvement District
(LID)No. 15-2 with a request to waive the rules and pass on the first reading.
8. Protest Hearing: To consider the formation of Local Improvement District(LID)No. 16-1
(Fees for utility extensions and connections within the City of Caldwell)
9. Consider Bill No. 3 (Ordinance No. 3029) in association with Local Improvement District
(LID)No. 16-1 with a request to waive the rules and pass on the first reading.
10.Consider Bill No. 38,(Ordinance No. 3024)establishing and fixing the rules of procedure for
public hearings before the City Council with the request to waive the rules,pass on the first
reading,and approve the summary for publication.
11.Consider Bill No. 2 (Ordinance No. 3028) annexing a portion of property located within the
corporate city limits into the Caldwell Municipal Irrigation District located at 116 Hilldrop
Street(Instrument No. 200121878) with the request to waive the rules and pass on the first
reading.
12.Consider Bill No. 1 (Ordinance No. 3027) annexing a portion of property located within the
corporate city limits into the Caldwell Municipal Irrigation District located at 3424 S.
Kimball Avenue, 107, 115, 119,205, 215,219 Hilldrop Street, and parcel no. R3567701000
with a request to waive the rules and pass on the first reading.
