HomeMy WebLinkAbout2015-12-07 TRAFFIC COMMISSION Caldwell Traffic Commission (TC) Minutes December 7,2015 10:00 a.m. Present: Brent Orton, Devin Riley, Gordon Reed,Robb MacDonald, Brian Billingsley, Chief Wendelsdorf Secretary: Tamera Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW(Right-of-Way) *TC Traffic Commission) Old Business - 1. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris Allgood An additional suggestion Was made to look at the possibility of building a mobile Rapid Beacon or HAWK that could be transported where needed as needed. This item will be moved to Resource/Weather Pending Business New Business 2. Request Bike Route on Dearborn Street—Brian B. Brian was contacted by an avid bicyclist that asked that TC to look at a solution for biking on Cleveland and Blaine. Both routes are very dangerous at this time. The cyclist purposed creating a route on Dearborn Street; another TC member suggested using Arthur since there is less traffic and fewer thru cross streets. Brian suggested TC look at Nampa's Bike Blvd as a possible solution. A meetin g has been set for Brian,Brent, Robb and Gordon to make a site visit to Nampa to look at their bike blvd. 3. Request a 4-way Stop at 9th & Belmont—Randy Kotschevar/Brent Orton Brent's notes from phone conversation; Apartment manager agreed that there is a lot of traffic on 91h street. There is more traffic than there used to be. g People o through p g the intersection without even slowing down. Need something before someone gets hurt. It was agreed by TC that 9th has the most traffic. It was also agreed that 9th Street will become more active as the downtown grows. The motion was made and TC agreed unanimously to have Engineering perform traffic counts at the above intersection. That data will be considered and at this time the request will be put on the"pending" calendar. ACTION ITEM: Robb will ask Sajonara to perform traffic counts 4. Request to evaluate speed limit on Indiana Ave.—Tim Richard CHD4 CHD4 had a recent request to evaluate the speed limits on Indiana Avenue. As a result, Tim Richard is recommending that the speed limit between Hwy 55 and Homedale Road be changed from 50 mph to 45 mph. This is based on numerous factors including: • 85% Speed of 48 mph • Upper Pace Speed of 45150 (SB/NB) • Presence of Curb &Gutter in Segment • Suburban nature of surrounding land use • Better consistency with surrounding suburban local collector/arterial roads • Crash history at intersection of Indiana&Homedale Road The segment from Homedale Road north to Ustick Road is also posted at 50 mph. This segment has similar characteristics to the segment to the south, and for consistency, it seems like this section that is under the City's jurisdiction should be posted at 45 mph at the same time. Tim provided recent traffic count/speed data collected for the intersection study and a sketch of the current speed limit postings in the vicinity. The motion was made and TC agreed unanimously to set the speed on Indiana to 45 to be consistent with CHD4. ACTION ITEM. Robb has communicated TC determination with Tim Richard. Gordon will have street department change signage where needed on Indiana. 5. Request better lighting from Willow to Cherry Streets and possibly a flashing light to warn motorist of the two schools along Montana.—Tony Snider—School Resource Officer CPD Tony Snider requests the possibilities of lighting up the above mentioned area a little more when dark and provide a way to better slow vehicles down. The yellow tinted lights still leave big enough shadows that a car with headlights could still miss seeing a student. Until a better solution is available, Tony would like to get better lighting from Willow to Cherry Streets and possibly a flashing light to warn motorist of the two schools along Montana. There are two schools covered by a single school zone due to the close proximity to one another. Brian shared with TC that he is familiar with this school zone and has plans to apply for funding from"Safer Routes to School"next year for the needed sidewalks and lighting. ACTION ITEM: Devin Riley will communicate the above information to Tony Snider 6. 5th street and Kimball RR-xing—Henry Busse Henry was unable to attend this meeting so his item will be moved to the January calendar. J Vt Resource/Weather Pendin g Business:_: 1. School Crossing and Speed study on 10th 2. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement) 3. Left Turn Green Arrow at 10th & Linden—Cost Estimate requested Aug 2014 - In an effort to alleviate frustration to drivers until a Left Turn Green Arrow can be budgeted and installed it is requested that the timing and calibration of the existing signal be adjusted so the North/South green lights are longer in duration. 4. Evaluate adding bike lanes on Florida Avenue between Ustick Rd and Cleveland Blvd. 5. Way finding signs for the plaza- Brian Billingsly "Destination Caldwell" is asking the TC if way finding signs can be installed for the new plaza. See TC notes from August 2015. 6. Street light installed on 34th Street- 7. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris Allgood 11115 S.
