1. Request NIsibility enhanee cents for night hours on "' Street—Donna Hillard

Street Dept. persotinel. reported back that while there are bridge signs in place at the
above intersection there are oiil y 0.9 foot eaiidles of light intensity. Currently there is
ziot a dedicated street light at the intersection.

2. Cross Walk on Blaine in front of Simplot Stadium needs enhancelnent. —Chris
Allgood
The increased number of events being Bell at the Event Center, Rodeo Grounds and
StadiUm has raised a safet y concern to the C11D regarding pedestrian traffic attending
the events. A full traffic signal at this intersection would cost an estimated 300K.
Other more cost effective solutions were discussed. A motion was made and the 1V
agreed unanimously on ilie following;
Eliminate parkiiig on both side of Blaine Street from 24"' Ave. to'nildblo l
between 24"' Ave and 22" Ave,
Install a Wide Crosswalk at the midblock point
Instal a Rapid Flashing Beacon at the existing 24"' Ave crosswalk
Action : Engineering deft and Street dept. will Nrork together to design, Ilan and
execute the above pedestrian safety enhancements.

3. No Parking igiis on Oak Street across from C of I Parking for tailgating--Andy Cater

which during me day makes it almost impossible for emergenc y service to pass
through in elther direction if another vehicle is trying to drive down oak. From curb
to curb the street measure 30 feet "at best"' and is required to be passable at all tines,

Parking on Garber Street is, and has beer, an ongoing issue. Scmi Trailers are often

parking from people working in the industrial area. The topics for discussion at
todays meeting were improvised parking practices at t wo of the businesses in the
area.
a Rhino Metals,---Rhino received permission from Kit Mfg. to create diagonal
parking using part of their empty lot and sonic of the horizontal parking spots
along Garber. It did increase the number of available parking spaces. However
while creative it Nvas not done with City approval. It could create a great
problem if businesses N ere allowed to create their own public street parking
designs. f lino Metal was contacted and is being ver y gracious in working
with the City looking for are acceptable solution. Robb Macdonald is working
ritli Rhino to resole the issue.
o Kit Mfg. Kit N c-ts having trouble N ith street parking blocking the view for
semi trucks negotiating ne wly built trailer's out of the plant. They painted the
curbing in front of their office {ellmv and marked the roadway "No Parking
Fire Zone". TC understands wh y they Deed the de ion they created but again, �
it reeds to be coordinated and approved by the City. Cordon will contact Kit
Mfg. ask theiii to request permission and pint the curbing red not yellow. Red
is the standard for no parking.

In an effort to elevate frustration to d�+i {er.s until a Left �`���+� G�+ce�� At��io�, ea�� be
budgeted and installed it is requested that the timing and calibration of the
existing signal be adjusted so the NortlVSouth green lights are longer in duration.
4. Evaluate adding bike lanes on Florida Avenue b tween Ustick Rd and Cleveland
Blvd.
Way finding signs for the plaza - Brian Billing l {
"Destination Caldwell" is asking the TC if way finding signs can be installed for the
ne w plaza. See TC rotes from August 2015,
