Guests: Brent Orton— Public Works Director, Toby Epler—J-U-B, Jim & Anita Shore Chairman Phil Fouts called the meeting to order at 12:03 pm. 1. Minutes of June 2015 Airport commission Meeting Motion was made and seconded to accept the June 2015 Minutes. Motion passed. 2. Airport Improvement Program —Toby Epler. Toby Epler recapped on the AIP 28 project--They are currently going out for bids for the electrical portion of AIP 28, which opens on August 25th. Construction should start mid-October through the end of November this year. FAA has approved a grant for$1.3 million to fund the total project, including the electrical portion and the main general aviation apron area rehabilitation. 3. canal Relocation Update-- Brent Orton Brent reported that little progress has occurred on the canal relocation update. They are current awaiting rebuttal on comments and also still trying to meet with property owners. Brent fielded various questions regarding the history of this project, for the benefit of members who have more recently joined the commission. 4. Wall of Fame Committee Report Barry Everett, Jr. stated that he had received several replies to the email sent out to from the Airport Manager's office to the airport community, resulting in suggestions for the Wall of Fame Committee: Paul Collins, Calvin Tabor, Nate Calvin and possibly Red Dory whose name was suggested. Barry suggested that these four persons, plus Commission members Terrence Biggers and Barry himself should compose the Wall of Fame Historical committee. The purpose of this committee is to develop a plan for the wall and a process for choosing who should be included on this wall. This committee would consider nominees for the wall and then bring finalists before the Airport Commission as a whole for approval. Aug 15(CIA Minute�...fin<al 8)RI1,201 55 102 Barry made motion for these six persons—Terrence Biggers, Barry Everett, Jr., Paul Collins, Calvin Tabor, Nate Calvin and Red Dory—be approved as the Caldwell Airport Wall of Fame Historical Committee. Motion was seconded by Steve Kahn. Motion passed. Mike Reed reported that the trophy case for Cary Hubler has been redesigned and is still being built. The trophies that will go in it are now in his possession. 5. Buildable Lots Update — Rob Oates Rob reported on the hangar construction currently underway by Calvin Tabor on four hangars in the 900 block near Gate 5. Two of the four hangars have been pre-sold and the land is currently under lease with the city by the owners. Calvin currently holds the land lease on the other two hangars, one or both of which may soon be sold. Another party is interested in leasing land closer to the fence of the 900 block. Further interest is being expressed by yet another individual for building a new hangar or hangars, but the location on the field has not yet been determined. Regarding the un-built row in the 800 block, Rob has received documents from the USPA approving said land for use as a sky-dive drop zone. Since the FAA typically defers to this organization for sky-dive safety standards, this document clears the way for the city to lease the land to Skydown for the purpose of using it as a drop-zone. 6. B-17 Visit— Rob Oates Rob reported that the EAA B-17 from Oshkosh will be coming to this valley. The local Experimental Aviation Association has decided to bring it to the Caldwell Airport the week of August 17th—23rd. They will be using the Hubler Terminal parking lot, public end of the terminal and the apron. August 21 St—23rd, they plan to sell B-17 memorabilia, provide static displays and tours of the aircraft, as well as sell experience rides in the B-17. More details will be provided to the airport community as they are received. Rob Herndon stated that they could use volunteers for setup, etc. 7. Announcements— Rob Oates • Emergency key service for airport tenants to leave a key at the airport office has received more responses, and should be helpful in emergency situations. An authorization/release/waiver form is completed and kept on file when the key is provided. • City of Caldwell comprehensive plan has been completed which includes updated information on the airport and pictures.
