CONSENT CALENDAR:
1. Approve acceptance of the minutes of the Regular City Council Meeting held on July 6, 2015;the Special City
Council Meetings held on July 7,2015 and July 14,2015;the Caldwell Pathways and Bike Routes Committee
Meeting held on April 28, 2015; the Library Board Meeting held on June 4, 2015; the Traffic Commission
meeting held on July 6,2015;and the Hearing Examiner Meeting held on June 9,2015;
2. Approve Resolution authorizing the execution of the Consent to Use Agreement with the U.S.Department of
Interior—Bureau of Reclamation for the purpose of suspending fiber optic conduit casings in and across the
Notus Canal/Linden Road Bridge located approximately 75'west of Aviation Way;
3. Approve Resolution authorizing the acceptance of a Deferral Agreement for public improvement construction
with Guadalupe J.Rivas at property frontage located 510 and 512 Oak Street;
4. Approve Resolution ratifying the execution of the Memorandum of Understanding between the City of
Caldwell, City of Nampa, and Canyon County for the 2015 Byrne Justice Assistance Grant(JAG) Program
CFDA#16.738;
5. Approve Resolution authorizing the execution of a Lessor's Consent Estoppel Certificate and Agreement with
Tabor Construction, Inc. and Idaho Mutual Trust for 5515 Aviation Way, 9904 and 9914 at the Caldwell
Industrial Airport;
6. Approve Resolution authorizing the execution of the School Resource Officer Contract with the Caldwell
School District for FY-2015-16;
7. Approve request from Caldwell Grocery Outlet for a Beer&Wine License for the business located at 4907
Cleveland Blvd.
8. Approve a resolution authorizing a contract with Garland Roofing for replacement of the Carnegie
Library/Veterans Memorial Hall Roof.
9. Approve a resolution increasing Sanitation Fees pursuant to the Republic Services Contract to offset fuel tax
increases and legislative actions reducing benefits to fuel efficient vehicles effective retroactively to July 1,
2015.
OLD BUSINESS:
1. CONTINUED Public Hearing(Quasi-Judicial):Case Number ANN-15-02 a request by the Idaho Conference of
Seventh-Day Adventists,Inc.for annexation of approximately 42 acres into the City of Caldwell with a zoning
designation of H-C(Highway Corridor)and a development agreement for the property located at the northwest
corner of Montana Avenue and Hwy.55 in Caldwell,Idaho.
NEW BUSINESS:
1. Public Hearing and Auction: Real property known as 315 North 5th Avenue which was declared as surplus
property by the Caldwell City Council on June 23, 2015 and being proposed for sale immediately after said
hearing at the opening bid price of$45,000 based on comparable property evaluations.
2. Public Hearing and Auction: Real property of approximately 168 acres located north of Caldwell off Old
Highway 30 near Purple Sage Golf Course on El Paso Road,Caldwell,has been declared by the Caldwell City
Council on June 23,2015 as surplus property and is being proposed for sale immediately after said hearing at
the opening bid price of$10,000 per acre or$1,680,000 based on comparable property evaluations.
3. Public Hearing: Request for vacation of the ten foot wide public easement centered on the lot line between Lots
30 and 31, Block 3, Canyon View Estates Subdivision. The request is made to correct an easement
encroachment of the home at 13667 Slate Stone way.
4. Consider Bill No.24(Ordinance No.3009)for vacation of the general utility easement to correct an easement
encroachment at 13667 Slate Stone Way with a request to waive and rules and pass on the first reading.
