HomeMy WebLinkAbout2015-07-06 TRAFFIC COMMISSION 5 Caldwell Traffic Commission (TC) Minutes July 6,2015 10:15 a.m. Present: Chief Allgood, Brian Billingsley, Robb MacDonald, Brent Orton Secretary: Tammy Frans *MUTCD(Manual on Uniform Traffic Control Devices) *ROW(Right-of-Way) *TC (Traffic Commission) Old Business 1. Request Additional lighting at Midway,Lake and Florida intersections on Homedale Road. - Mr. Hirmer regularly travels on Homedale road. Mr. Hirmer believes that even with the recently installed flashing beacons the above Intersections are too dark to safely navigate at night. Mr. Hirmer requests additional lighting is added at the intersections. A motion was made and the Traffic Commission agreed unanimously to ask Engineering to evaluate the intersections and determine where lighting is financially feasible. ACTION: Engineering will evaluate the intersections and determine where lighting is financially feasible. The Engineering department will then work with the Street department to implement additional lighting. New Business 1. Vacation Request of ROW at 1609 Andy Lane—Jeff Meyer Mr. Meyer met with the City Red Carpet team regarding his business startup. At that meeting it was mentioned to Mr. Meyer that he may want to request vacation of the ROW at the back of his property to compensate for the 15' setback required on the front of the property. After reviewing the lot and ROW the Traffic Commission does not foresee a beneficial Public need for the ROW in the future. The TC recommends approval of the vacation if the owner chooses to pursue the vacation. 2. Request for help to keep cars from blocking RV entrances—Jim Henney Mr. Henney lives at 4708 Bison Way. He is on a corner lot with his main driveway facing Bison way. On the South side of his property he has 2 gates for RV Parking. Cars park in front of the gates and on occasion block him from getting his RV's out. Mr. Henney has posted no parking signs on his fence and contacted the police.The gates are not established driveways and therefore the CPD cannot enforce"No parking". There is currently a privacy fence around the property. To enforce"No Parking"there needs to be an established driveway. It was mutually agreed by the TC that if Mr. Henney were to pave the entrances as driveways, remove the privacy fence at the driveway openings and install a chain link or other type of typical driveway gate then there would be reasonable expectation of it being a driveway and enforceable. A motion was made and the Traffic Commission agreed unanimously to contact Mr. Henney with the above suggestion. ACTION: Tammy will send correspondence to Mr. Henney reflecting the suggestions of the TC. 3. Request traffic enhancements on Simplot Bld.(Hwy 19) and Centennial Way,—Logan Farley Logan Farley commutes regularly along Simplot Blvd. He is concerned about the number of accidents happening at the intersection of Simplot Blvd, Centennial Way(along with a couple smaller streets). Even if the matter cannot be dealt with for a few years,Logan would hope that some small changes can be made in the near future. A rebuild that includes a Roundabout is currently in design phase. Project completion is projected in 2017-2018. It is the opinion of the TC that interim changels at this intersection would increase rather than decrease congestion and the number of accident. A motion was made and Traffic Commission agreed unanimously to not recommend any changes at this time and to continue with the Roundabout project in the most efficient and timely manner as possible. ACTION: Tammy will send correspondence to Mr. Farley explaining the project underway and the opinion of the TC. 4. Speeding on War Eagle-Mrs. Fullerton Mrs. Fullerton represents herself and multiple neighbors that would like to see something done to slow cars speeding on War Eagle. Drivers are using it as a through fare between Homedale Rd and Laster Lane. After reviewing the location a motion was made and the Traffic Commission agreed unanimously to first investigate for proper signage and then if necessary post speed limit signs at the intersections of Laster Lane,Nez Pierce and Homedale road. ACTION: Tammy will send correspondence to Mrs. Fullerton reflecting the decision of the TC. 5. Request Directional signs on Centennial Way to the Veterans Therapeutic Gardens— Dan Pugmire The Veterans Therapeutic Gardens are eye catching and easily seen from Centennial Way. Getting to the gardens seems to be difficult and confusing for many. Dan says he receives calls continually from people asking how to get into the gardens. Dan Pugmire is requesting signage to direct people from Centennial to the gardens. The Street department has the equipment and capability to create and install the requested signage. A motion was made and the Traffic Commission agreed unanimously to request the Street department to create and install directional signage from Centennial to the garden. ACTION: The Street department will create and install the requested signage. 6. Complaint regarding Hamburger Connections drive through traffic—Anonymous caller A voicemail complaint was left about the traffic that backs up on Dearborn Street from the Hamburger Connections drive through. The day she called she said she could not get into the library. She does not feel the business should be making a profit using the tax payer's street. The Hamburger Connection has been at the same location for many years and its site plan and requirements are grandfathered in. The business makes every effort to move customers quickly and efficiently during peak hours. The TC suggests no action is necessary under current circumstances. ACTION: No action will be taken at this time. The caller did not leave her name or contact information. ■ No Additions to the Published Agenda Resource/Weather Pending Business: - 1. School Crossing and Speed study on 101h 2. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement in 2014) 3. Left Turn Green Arrow at 10th& Linden—Cost Estimate requested Aug 2014 - In an effort to elevate frustration to drivers until a Left Turn Caren Arrow can be budgeted and installed it is requested that the timing and calibration of the existing signal be adjusted so the North/South green lights are longer in duration. 4. Evaluate adding bike lanes on Florida Avenue between Ustick Rd and Cleveland Blvd.
