SPECIAL MEETING
BUDGET WORKSHOP
July 14,2015
6:00 P.M.
The Mayor called the meeting to order at 6:00 p.m.and gave an overview of the items discussed in previous
budget workshops.
Council members present: Callsen,Pollard,Biggers,Feucht,and Ozuna. Absent: Hopper.
Staff present: Frank Wyant,Devin Riley,Chris Allgood,Brian Billingsley,Monica Jones,ElJay Waite,Robb
MacDonald,Brent Orton,and Debbie Geyer.
HUMAN RESOURCE PRESENTATION:
• Monica Jones provided a handout outlining the proposed employee wage adjustments and
increases.
• Chief Allgood addressed the need for an additional CSO position for the mandatory duties
regarding evidence transfers to the State of Idaho as well as other routine duties. It was noted that
the CSO department has been inundated with the ability of meeting time sensitive deadlines.
• It was determined that a portion of the new employee positions would not be filled until April
2016 to assist with the budget.
• The Economic Development Specialist position it still pending. Resumes are being reviewed.
FINANCE DIRECTOR PRESENTATION:
• ElJay Waite presented the request from the Indian Creek Museum for$5,000 to be considered
from the City of Caldwell to help with special historical displays and archiving. It was discussed
that the funding could be included within the Council Public Relations fund.
• Discussion was held concerning the support of a proposed HUD housing project near the
Fairview Golf Course and Fillmore Street.
• Impact Fees for the Fire Department will be used to construct Station No.3.
• Parks and Safety Service impact fees were reviewed. The newly proposed Caldwell Dog Park
and Oregon Trail Park will be funded in part through the impact fee account.
• Large mowers must be purchased for the Golf Department and the Parks Department to maintain
the golf courses and parks.
FEE INCREASE PRESENTION:
• ElJay provided a handout concerning new or increased fees exceeding 5%from the Recreation or
Planning&Zoning Departments.
• Brent noted that a fee from the Building Department will be included for the Planning&Zoning
Plan Review Fee. This fee was not included on the handout.
PUBLIC WORKS/ENGINEERING PRESENTATION
• Ustick Road&Lake Avenue Round-About Intersection Project: Estimated cost: $350K from
Urban Renewal funding.
• Discussion was held about the construction timeline to assist the existing businesses and
churches within the immediate area.
• It was suggested that extensive communication to the surrounding businesses and
residents as well as a wide-spread media campaign is essential in making the project a
success.
MS4 PROGRAM PRESENTATION
• Brent Orton outlined the requirements of the program as mandated by the State of Idaho.
• The funding is housed within the Street Department due the street sweeping and storm drain
requirements. WWTP and the Irrigation Department are also involved with the program.
• A new street sweeper will be purchased every year for the next few years due to the MS4 program
requirements.
o An increase of fees will be reviewed for future budget years in order to meet the
requirements of the MS4 Program for street sweeping.
• Education of drain usage should be offered to citizens to help prevent miss-use of the drainage
system.
• Brent Orton reported that the City of Caldwell currently has the lowest water fees within the State
of Idaho.
• Irrigation and Sanitation Funds: The balance of revenues within these funds can be considered for
the MS4 program.
HEALTH CARE BENEFITS
• ElJay reported on a proposed$40,000 increase through the health care provider.
o Fund balance is available this year to allow for the increase.
CONTINGENCY FUND EXPENDITURES
• Veterans Memorial Hall: The estimated cost of the roof replacement is $60,000. (Contingency
Fund expenditure)
• Councilman Pollard is still researching the ADA chair lift option for the Veterans Memorial Hall
rather than installing an elevator.

CPD CANINE PROGRAM
• One of the canines acquired from the animal shelter(Whiskey)will remain with CPD and used for
drug sniffing.
• Two additional canines are needed for apprehension and drug sniffing.
o Insurance revenue was paid to CPD for the previous law enforcement canines which died
a few years back.
No decisions were made or action taken within the budget workshop.
