Meeting of April 22, 2014 @x:00 P.M.

1. call to order. Theresa Hardin called the meeting to order at :00 p.m.

Members Present. Theresa Hardin, Gina Lu,Jarck, Jim Blacker, Brian Billingsley,
Ricardo Calderon, Vinton Howell, Gene Gunderson, Dr. Brett Bucher, Torn
Marron, Dave Marston, Mike Pollard.
Members Absent. Kelli Warwick, Julie Warwick, Rena McLain.
Others Present. Fuss Foreman, Kellie Foreman, Gail Conway.
111. minutes. Mr. Billingsley made a motion to approve the minutes of the meeting of
March 18, 2014. Second by Mr. Blanker. No discussion. MOTION APPROVED
UNANIMOUSLY,
Ill. introduction of New Members. The members of the committee took a few minutes
to introduce themselves. Dr. Brett Baucher, Torn Marmon, and Gene Gunderson
are the newest members of the committee.
V. old Business. None
V1. New Business.
A. Discussion on Rotary Park Pond site: Mr. Billingsley spent a fear minutes
explaining ghat happened at the previous meeting. He said the committee wanted
to invite the people who objected to the previous proposal to this meeting to hear
their concerns and discuss possible solutions. The following guests addressed the
committee:
Dr. Jerry Bauman — Stated he has resided in Caldwell for 50 years and has
been a member of the Rotary Club for 48 years. Dr. Bauman provided
background on the formation of the greenbelt and rotary Pond Park. H
stated the Rotary ry Club's vision for Rotary Pond Parr was to build a park and
pathway around a former gravel pit. His concern that the dog park would

take up all of the open space that is left in the park. He would like to
committee to consider Griffith Park.
• Nellie Foreman — Started that she lives near the site. She says Rotary Pond
Park is heavily used on weekends. She states she thinks the city needs
dog park and she would like the committee to consider placing the dog park
on the north or west side of Rotary Pend Park. She is concerned that there is
no lighting or sewer service at the park. She also suggested reconfiguring
v hittenberger Park to accommodate a dog park. She has cattle on her
property and she is concerned how they will react to numerous dogs nearby.
Gard Conway— Stated that she lives nett to the park and she petitioned the
city to place a fence along the property line to keep people off of her property.
She is concerned about the lack of police patrols in the neighborhood.
0 Fuss Foreman stated that the lack of lighting at the park leads to unlawful
activities after dusk.. He says it is pretty common to see graffiti in the park.
Mr. Gunderson explained how the proposed dog park would operate and the
possibility of installing lighting and additional fencing in the park.
Mr. Howell talked about the possibility of using Whittenberger Park, but he conceded
it would probably require relocating soccer fields. He also said that flooding is a
concern in that park.
B. Presentation by Dr. B usoher. Dr. Bauscher gage a presentation on canine
parasites and zoonosis. He stated roundworms, hookworms and whipworrns can
easily be spread in a dog park setting if fecal matter is net removed. A copy ofthe
power point presentation is attached to the minutes.
1111. Next Meeting, The committee agreed to visit all Caldwell parks prig to the next
meeting: which they scheduled on Tuesday, May 27, 2014 at :00 p.m. at the
Caldwell Chamber of Commerce. The committee will discuss all possible locations
during the next meeting.
