Chairman Phil Forts called the meeting to order at 12;03 pm,
1. Minutes of May 2015 Airport Commission Meeting
Motion was made and seconded to accept the May 2015 Minutes. [Motion passed.
2. Airport Improvement Program —Toby Epler
Toby rep reed that good news has been received from the FAA and asked Rob Oates
to eplaiin;,
Rob reported that the FAA has some unexpected monies available sooner than
previously planned. bids for some ether projects across Idaho have come back lower
than originally Planned for, and some projects have not come to fruition elsewhere, and
so the funds have become aivallable. Due to our designs being ready for the AIP27
project hall and lighting rehab) the Helena FAA office offered the funds to Caldwell.
The lighting/electrical 'onion f tho project will most likely be started in October, which
will still be,ire the FY 2016 year, However, this will be about 6-8 months ahead of
previously planned.

Works Director, and to the city for planning ahead and being in a position to receive
these monies they became available.
Canal Relocation Update— Brent Orton
gent Orton reported that some new difficulties have arisen with the canal company,
regarding the Canal relocation. He said that hopefully these will be worked out so work
can begin this fall. The City is also still working on easement issues.

4. Wall of Fame Committee Report
Barry Everett Jr. talked with Joe Colette, who told him their airport has a committee that
goes through 4pplicants to their wall of Fame. He asked that airport users be invited to
loin Caldw il's'selection committee, who would go through applicants to determine who
could ultim tel placed on the wall.
Phil Fouts asked from where the funds would Bonne to do this project. A suggestion
was made that phi ants f r�nilie , eta. who would like to see their candidate on the
gall) provide funds for plaques, etc. Another suggestion was made that criteria be
derived for the committee to use in making their selections and that a mission
statement or goal of th Wall of Fame be developed before requesting non-commission
member volunteers to the committee. It was suggested that someone check with the
pornmittep for the depot in downtown Caldwell, to see ghat criteria they use in honoring
people on th ir" all.
Another suggestion was that a permanent plaque with name plates be placed on the
gall and the'n'' perhaps a cabinet be provided for a rotating display of memorabilia
honoring individuals'on the plaque.
Barry says his vision for the wall is t show the historic of the airport, and its key players
through the yea t . He said the committee could core up with ideas and nominees to
present tQ the Commission for final approval.
Rob Oates said he will send out an email message to the airport community requesting
volunteer f' r h Wall of Fe me committee.
5. Buildable Wt Update— Rob Oates
Rob reported that four new land leases have been completed and will soon be signed
by the Mayor and attested t , These are for the purpose of building four adjacent o'x
o' hangars withIn the OOQ blook. Also, the FAA approval Form 7460 and permits have
been rec Olved by the builder.
In response to a question from a member, Rob reported that the sky-dive group will
soon be leasing the drop-zone area. Most likely this will be a -year lease. One
member suggested that perhaps the terra might be shorter to avoid tiring up the land
too long. After farther discussion, another member stated that the -year terra is a
reasonable' terra versus the trpial 20-year lease used for hangar built land. Rob said
that he uid keep the Commission apprised as the process develops further.
6. Airport Qommission Vacancy— Rob Oates
Rob repo'rt'ed th4t the Mayor and the City Council have approved the appointment of
dreg Sw risQn.t fill the Airport Commission seat vacated by Wayne Thiel, and
ornpletd that term.'
7. Discussion of Helicopter Wmitations Rule— Berm Everett, Jr.
Barry reported on his visit with the John Day airport manager, whim he mentioned at
111E) May dommlssion meeting. The rule at that airport is for only 3 helicopters to be in
the pattern at one tire.

Barry reported that through this last month he received several phone calls regarding
helicopter use on Caldwell airport. He reported complaints about dust and debris being
Olown onto the t 1way, hovering in front of open doors, helicopters going between the
hangars and too much radio chatter. He suggested they be required to clean-up the
mess. He also suggested that all schools need to give ongoing training to their
pilots/stud,ents on situational awareness of the problems they create. He then stated
that them was a seldom used runway in Boise that could be used for helicopter
practice, if it could be worked out with the Boise airport. Barry stated that he likes the
"3 helicopters in the pattern" rule.
Phil Fouts stated that the only gray you can limit air traffic of any kind is to add a control
tower. Many Koch stated he felt that the commission cannot impose limits to the
helicopters inn the pattern. Steve Cahn concurred with Marty, but suggests encouraging
education ors boln 9 good nlghbors i.e. avoiding hovering in front of open hangars and
near to lw4s '.and all pilots being concise in radio announcements.
The subject of separating radio frequencies from Nampa was again brought up, and
Steve Kahn asked what would be involved in such a frequency change. Rob Oates
reiterated sornp of the multiple steps involved. After further discussion, several
members agreed that this irould be a good Idea to reduce radio congestion.
9. Announcements— Rob Oates
• A gyrocopter} hich Is traveling across the country on a media tour, will be
arriving at the Hubler Terminal sometime Friday, June e 1h,
