Minutes of April 2015 Airport Commission Meeting Motion was made and seconded to accept the April 2015 Minutes. Lotion passed. 2. Airport Improvement Program —Toby Epler Toby reported that all the final documents have been submitted for the design work on AIP27. Upon approval, final reimbursement will be requested from the FAA. Paperwork on the construction phase of AIP27 will begin shortly. 3. Canal Relocation Update— Brent Orton Brent reported they are working with property owners on KCID road and simultaneously working on design revisions with Pioneer. He stated they are hoping to start digging the channel before this irrigation season ends, pending availability of city workers. 4. Wall of Fare Committee report Barry reported that the committee has talked with various airports, as to how they do their wall of farm, with many different methods reported. Barry suggested that applicants for Caldwell's wall of fame be submitted to the committee, which would then make recommendations to the commission for approval. A couple of suggestions were made of persons to talk to about possible processes. Barry will do further research. Mike Heed reported on the trophy case for the donated Gary Hubler trophies. He stated they will custom-build the case which will go on the Hubler Terminal wall of Fame, hopefully within the net -4 months. Marty Loch aced for information regarding tine restoration of the old airport beacon. Hob stated that the actual work is n the back burner of the street department presently. However, Hob is working on getting information from Hill Statham of Idaho Aeronautics regarding the history of the system of beacon lights that was between here and Salt Lake} and of which our beacon was a part. Report on FAA & IAIVIA Meetings— Brent Orton/Rob Oates Brent Orton reported on the FAA District Conference in Seattle, stating there was talk of a program, "planning for compliance", which will change to "planning for business success". Brent feels this reflects a change in attitude, favoring more of a customer service mentality in helping airports with compliance issues. Also discussed at the conference was Ne ctGen/ADS-B. He stated that even private aircraft will at some point be required to be ADS-B compliant. The FAA is moving towards electronic airport layout plans. In response to a question of when this would occur, Brent stated he was not sure ghat the timeline is now. Wayne Thiel said the last he had heard it was 2020. Brent stated the FAA would provide funds for the AGIS, however Rob stated there has been discussion of doing this internally and incrementally r to possibly avoid having to add the cost of it to future grants and forestall future projects. Rob concurred with Brent on the Seattle meeting —that this was the most pro-general aviation meeting he's been to yet. Food then reported on the [AMA Conference in Coeur d'Alene. There was discussion on the use of social media to market airports, as well as other marketing matters. FAA regulations updates were given# followed by a g eneral Q&A/discussion session with FAA personnel, including discussion of Ne tGen., and hoer it is currently in use in Alaska. Mike Pape of Idaho Aeronautics in Boise gage an update. One session included the discussion of the agricultural use of drones to improve the }yield and the cost of operations. The location of next gear's ]AMA Conference has not fret been decided. 0. Buildable Lots Update— Rob Oates Rob reported that plans are being reviewed and lease paperwork is its process for construction of a four-hangar complex in the 900 block area by Calvin Tabor. Ground breaking should be soon. 7. Announcements — Rob Oates Former long-time Airport Commission member and chairperson, Bob McGee passed away on April 91h, and will be missed. Wayne n Thiel has entered his letter of resignation from the Airport Commission, as of May 31 �, as he enters retirement. Greg Swanson will be nominated to the Mayor nor for City Council approval to fill the remainder of Wayne's term. • The now communications tourer is in the process of being installed on the outside wall of Hubler Terminal. Communications will be improved with this addition. c. • Conduit for fiber optics has been installed along Aviation Way by the Caldwell Water Department, under a design b y the Caldwell Engineering Department. This will be extended under the highway and connected to the counter courthouse, as well as to Hubler Terminal. This will allow fiber optic connection between the airport and City Hall, At a future date, we will then be able to install new gate controllers which will have remote access. • An Air Force Special Ops unit recently made use of Caldwell Airport, Hubler Terminal and apron for training during a week in April. They ran various scenarios to sharpen the trainee's skills in dealing with the unexpected. Intensive maintenance has been ongoing on the runway and edge-light systems, and they are close to being 100% operational. • Dike Feed has done maintenance on all the airport automatic gates to keep there running smoothly. Citation 10 is expected to land at Caldwell Airport next week and will be wing the Hubler ramp. 8. Commissioner Comments: Barry Everett Jr. requested permission from the chairman for one last comment. He started that he recently spoke with the airport manager at John Darr, OFD, The John Darr airport has established a rule that there would be no more than three helicopters in the pattern at a time. He would like to have the commission discuss this at the next meeting. The meeting was adjourned at 1:05 pre. Next Airport Commission Meeting: June 4ih9 201 - Noon
