CALDWELL URBAN RENEWAL AGENCY

The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 12:00 p.m. in the Caldwell Police
Department Community Room with Chairman Hopper presiding.
Roll was called by the secretary. Present: Chairman Hopper, Commissioner Pollard(via phone), Commissioner Biggers,
Commissioner Feucht,and Commissioner Ozuna. Absent: Commissioner Callsen.
Staff Present: Garret Nancolas,Steve Fultz, ElJay Waite,and Robb MacDonald.

SPECIAL PRESENTATIONS
Presentation by Pat Weber regarding a Downtown Craft Beer Establishment:
Pat Weber, 2086 Pickett Lane, Emmett, informed the Commissioners that he would like to open a PreFunk (craft
beer bar) in downtown Caldwell. Mr. Weber reported that he is interested in renting the commercial site located at
217 S. Kimball, owned by the Urban Renewal Agency. Mr. Weber is a former law enforcement officer and a
resident of Emmett. PreFunk bars specialize in microbrews from around the Treasure Valley and the Pacific
Northwest Area in a "coffee shop" like gathering environment. Mr. Weber stated that he is looking to offer hors
d'oeuvres on the menu as well. It was recommended that Mr. Weber meet with Chairman Hopper and ElJay Waite
concerning a possible lease agreement for the subject site which would be brought back to the Urban Renewal
Agency Commissioners in the April meeting for consideration.
Presentation bv Pat Colwell re and n No e's Plaza Phase ll:
Pat Colwell of Toothman-Orton Engineers located at 524 Cleveland Boulevard, presented information concerning
the need to expand the Hope Plaza complex. Since July 2004, Hope Plaza Phase I has provided services to over
1600 women and children. Annually over 11,000 victim services are provided through this program. The current
shelter has 20 rooms which are full with a waiting list of 16 persons. The Hope Plaza Phase I has a total of 48
apartments. Since its opening five years ago, its occupancy rate has been 100%. There is currently a waiting list
of 14 persons for the apartments.
Mr. Colwell noted that the Urban Renewal Agency provided a grant for infrastructure with Phase 1. The Phase II
expansion will include a women's shelter, health clinic (Terry Reilly Medical Services would build their own clinic
at the site.),administrative building and a daycare. Construction plans have already been submitted and reviewed by
the City of Caldwell. The total estimated construction cost of Hope Plaza Phase II is $7.5 million. The existing
complex employs 34 persons with an addition of 50 employees being considered with Phase 1I.
Mr.Colwell continued by requesting that the Urban Renewal Agency consider a grant in the amount of$100,000 to
Advocates Against Family Violence in support of the next phase of Hopes Plaza. Applications for additional grant
funding are pending.
Chairman Hopper informed Mr. Colwell of the URA Incentive Employment Grant program and recommended that
he contact the Economic Development Director Steve Fultz for more information and an application for submittal.
It was suggested that a formal request concerning the URA Incentive Employment Grant be considered by the URA
Commissioners in their April meeting if the paperwork is complete.

Mayor Nancolas concurred that this request is exactly the type of project which aligns with the goals and mission of
the Caldwell Urban Renewal Agency.

Project I-Way/Aspen: Continue working with business and developer...reviewing URA owned site in Sky Ranch.
Project Ship: Fortune 100 shipping and distribution company. Build-to-suit on 20 -25 acres, adjacent or near
freeway as they will have a lot of truck traffic. (200,000 SF + building). Not near residential, zoned industrial.
Submitted Sky Ranch site along with several other sites in Caldwell outside of the UR...communication in January
on incentives...still active.
Project Chinook: BVEPICushman Wakefield...additional information submitted in December...received notice that
Caldwell still in consideration, follow-up with broker (from Memphis, TN) in early February...no word/decision
from the business yet.
Project Volta: New project(BVEPIState lead) with $50 million investment, 50+ new jobs, desiring 16-25 acres hi
established industrial park. Power needs could be problematic for Caldwell site. Project on temporary hold while
they work through tech. issues...dark.
Project Pack-it: New project (local lead)...needing 20-30,000 sq. ft. for packaging company. Has eliminated Sky
Ranch site,still considering sites in West Caldwell and County site on hwy 20125.
Project Green Light: "dark" project that is back on the active list. Considering URA owned site in Sky Ranch for
future investment of business. FTZ user(beginning FTZ application process).
Project Hurt: new project...potential downtown site...working with developer and downtown property owner.
Developer in town to review the site...back in town in 30-40 days.
Project Benefit: new project considering mixed (commercial/office and industrial) opportunities in downtown and
in East Caldwell.
Project One...new project considering downtown Caldwell for office use. Met with corporate executives on
potential sites. Still active.
Project Out...new project working on East Caldwell site. Currently under negotiation with current property
owner...could possibly close in April.
Project GG: Looking for a building in the industrial park.
Project Dexter: Looking for a manufacturing site.
Project Reman--Looking for an industrial site—four to six acres at Sky Ranch.
Round table meeting with potential expansion of Indian Creek Steakhouse has been scheduled.

ElJay Waite, 411 Blaine Street reported that the draft form has been submitted to both school districts. It will be
submitted to the highway district on April 7"' when ElJay Waite attends their board meeting. He asked that
approval be deferred until comments have been received from these agencies.
It was recommended that this item be continued to the April URA Meeting for further review.
