Chairman Phil Fouts called the meeting to order at 12:02 pm.
Minutes of February 2015 Airport Commission Meeting
Motion was made and seconded to accept the February 2015 Minutes. Motion passed.
2. Airport Improvement Program — Toby Epler /Rob Oates
Toby Epler presented details of the design of AIP27, which will be commenced the
summer of 2016, to include the rehabilitation of the hot ramp and upgrading of the
runway /taxiway lighting.
Phase One is scheduled to be 12 calendar days, with the runway closed at night for the
lighting upgrade. During this phase the runway will be closed from sundown to sunup,
Work will be done on the taxiways during the day, with portions of Taxiway C being
closed and traffic redirected.
Phase Two is scheduled for 15 calendar days, for the reconstruction /rehabilitation of
the asphalt on the west side of the apron adjacent to the Airport Cafe. This will include
the area where the first row of tie -down spaces is located.
Phase Three, scheduled to last 24 calendar days, will continue the asphalt
reconstruction /rehabilitation on the east side of that same apron.
Rob Oates stated there has been some discussion for the second row of tie -down
spaces being reserved, during Phase Two, for the helicopter school to use for night
parking and daytime staging. He stressed that this has not been finalized, and is only
being considered.
Mike Reed asked what the current procedure was regarding use of the hot ramp, and
whether a visiting jet could reserve space ahead of time on that area. Rob stated that it
is available on a first -come first -serve basis. However, he stressed that the helicopter
school has always cooperated in the use of the apron by large aircraft, either by
keeping the helicopters to a certain area, or scheduling them train elsewhere when a jet
is expected. Changes are being made to the Airport/Facility Directory (AFD) to direct
large aircraft to the Hubler side of the field, thus creating better separation of large &
small aircraft. Silverhawk will provide jet fuel by truck to the Hubler apron upon request.
3. Canal Relocation Update — Brent Orton
Brent Orton was unable to be at the meeting. No new information is available at this
time.
4. Airport Commission Charter — Brent Orton /Rob Oates
This item was tabled to a future meeting.
5. Wall of Fame Committee Report
Terrence Biggers reported that contact will be made with the Boise Airport to collect
information as to their guidelines for creation and organization of their wall of fame.
Mike Reed stated that plans are in the works to build a trophy case for the purpose of
displaying Gary Hubler's trophies which have been loaned to the airport. This case will
be placed on a wall in the public area of Hubler Terminal.
6. Sod Landing Area Feasibility — Rob Oates
Airport tenant Paddy Doyle requested a dirt landing area be considered by the Caldwell
Airport Commission, so this item was placed on the Airport Commission meeting
agenda.
Rob Oates stated that he checked with the FAA regarding the feasibility of such an area
being constructed here at Caldwell Airport. He stated that, in the eyes of the FAA, if we
attempt to designate a landing area for landing aircraft off the pavement, whether it be
dirt or sod, we are establishing a parallel runway. Therefore, the new area would have
to meet the design standards for an airport like Caldwell, and the new landing area
could be no closer to the runway than the area that has been designated as Taxiway B.
Such an area beyond that would have to be on area not currently owned by the City.
Rob stated that the area extending east from the Hubler apron has already been
designated as Taxiway B, and while not yet built, is still considered by the FAA as
Taxiway B.
Therefore, Rob stated that the City could not designate an official area in the sod /dirt
area, as the requirements could not be met. He stated that those that choose to land
off pavement at Caldwell Airport are landing at their own risk, and have not been given
authority to do so.
Mike Reed stated that the reason for such landings is to save the wide wheels used for
backcountry landings, which are quickly worn down by asphalt runways.

Paddy Doyle was given the floor by the Chairman to explain his reasons for the
request. He stated that he would like to use the dirt runway for tail wheel training and
explained that he would like to put it in as an extension from the Hubler apron, creating
an emergency road which leads to the other side of the airport. (This is the same area
that Rob Oates stated is designated for future construction of Taxiway B.)
Rob suggested that this idea be tabled for now, and the members agreed to take it
under further consideration.
7. Buildable Lots Update — Rob Oates
Rob reported that there have been no new leases yet accomplished to build any new
hangars. He stated, however, that there are two possible projects involving the area in
the 900 block that are currently being considered.
8. Announcements — Rob Oates
• Communication by aircraft is absolutely necessary, especially during takeoff. Rob
recently witnessed simultaneous takeoffs from opposite ends of the runway. One
aircraft was on the radio, the other was not.
• Along Aviation Way there has recently been heavy equipment working, installing
fiber optic cable which will eventually connect with Hubler Terminal for connection to
the City's system. This will also make possible an upgrade of the gate controllers
and installation of security cameras at the gates.
• Brent Orton and Rob Oates will be attending the Seattle FAA Northwest Regional
Conference, April 6th through 8th, and Rob will be attending the IAMA Conference in
Coeur d'Alene, April 20th through 22nd. Rob will report on these meetings at the next
Commission meeting.
• A Waco bi -plane is currently on- field, which has a jet engine attached to its belly. It
recently did some test flying, with approval by Boise Flight Standards District Office
(FSDO). They will soon be moving on to Florida for the air -show circuit.
