HomeMy WebLinkAbout2015-03-30 City Council Minutes BOOK 56 PAGE 35 SPECIAL MEETING WORKSHOP March 30,2015 6:00 p.m. (CITY COUNCIL WORKSHOP FOR THE PURPOSE OF DISCUSSING THE CALDWELL SAVES 1sT PROGRAM) The Mayor called the City Council Workshop to order at 6:00 p.m. The Roll of the City Council was called by the City Clerk with the following members present: Callsen,Pollard,Biggers,Feucht and Hopper. Absent: Ozuna. (Council Member Ozuna arrived at 6:15 p.m.) Presenters: Holly Cook,Intern within the Mayor's Office and Christine Stoll,Executive Director of IDeal. Holly Cook,411 Blaine Street,presented a PowerPoint concerning the Caldwell Saves 1st Program and outlined the program. She noted that the Caldwell Saves 1st program will provide financial instruction to the students and their parents encouraging them start saving for college for their children at an early age. It was emphasized that the funding mechanism is not City tax dollars but rather community contributions. Approximately fifty families have registered to participate in the pilot program. Partnerships have been established with the Caldwell School District,Ideal(Idaho College Savings Program),Junior Achievement,Bank On(United Way), College of Western Idaho (CWI), and Treasure Valley Community College (TVCC). The kick-off class is scheduled for April 2nd at the Caldwell Senior Center facility. Christine Stoll explained the options in setting up the program's administrative process. She provided a handout to the Council Members outlining the management procedures for the Caldwell Saves 1st program. The Mayor read the proposed Resolution in its entirety and asked for possible amendments to the document. It was recommended that"A Policy and Standards of Conduct"be established by City Council after the initial pilot program thus providing management details for the program's future. Discussion followed. No decisions were made or action taken. The workshop adjourned at 7:50 p.m. SPECIAL MEETING March 30,2015 7:50 P.M. (ROLL CALL) The Mayor called the Special City Council Meeting to order at 7:50 p.m. The Roll of the City Council was called by the City Clerk with the following members present: Callsen, Pollard, Biggers,Feucht, Ozuna, and Hopper. (CONFLICT OF INTEREST) None. (CONSIDER RESOLUTION NO. 63-15 ENDORSING THE "CALDWELL SAVES 1ST" PROGRAM, ALSO KNOW AS"THE MAYOR'S HIGHER EDUCATION SAVINGS INITIATIAVE") The Mayor read the Resolution in its entirety: RESOLUTION ENDORSING THE "CALDWELL SAVES 1 ST,, PROGRAM, ALSO KNOWN AS "THE MAYOR'S HIGHER EDUCATION SAVINGS INITIATIVE." WHEREAS,the U.S. Census Bureau reports that Caldwell's percentage of people 25 years of age and older who hold a bachelor's degree or higher was approximately 14.2%in 2013 and that the percentage of Caldwell households who do not have either a checking or savings account is in excess of 14.5%; AND WHEREAS, The Caldwell Youth Master Plan, adopted in 2011, pledged that Caldwell will work to become"a leader in producing a generation of better educated and better prepared citizens who will lead our city,state and country in the global economy;" AND WHEREAS,research shows that students who have a savings account set aside for higher education are about seven times more likely to attend college than those without such an account; AND WHEREAS, the "Caldwell Saves Is"' program is designed to begin and promote saving for higher education and may be accessed by families of Caldwell elementary students who elect to complete a set of financial skill-building classes for both students and parents; BE IT HEREBY RESOLVED by the Mayor and Council of the City of Caldwell,Idaho,that the Caldwell City Council has considered the request to endorse the Caldwell Saves 1st program,does endorse the program, with the provision that an appropriate management system and funding mechanism be established for sustainability of the program. BOOK 56 PAGE 36 MOVED by Pollard,SECONDED by Hopper to approve Resolution No.63-15 as read. Roll call vote:Those voting yes:Pollard,Biggers,Feucht,Ozuna,Hopper,and Callsen. Those voting no:none. Absent and/or not voting:none. MOTION CARRIED Appreciation was expressed to Holly Cook and Christine Stoll for their assistance in organizing the pilot program as well as the other community partners who have supported this program. It was noted that the April 2nd kick-off event,which will be held at the Caldwell Senior Center at 5:30 p.m.,is open to any Council Members you would like to attend.
