HomeMy WebLinkAbout2015-03-16 City Council Minutes BOOK 56 PAGE 31 SPECIAL MEETING WORKSHOP March 16,2015 6:00 p.m. (CITY COUNCIL WORKSHOP FOR THE PURPOSE OF DISCUSSING FIRE DEPARTMENT CHALLENGES FACING CALDWELL) The Mayor called the City Council Workshop to order at 6:00 p.m. Mark Wendelsdorf, Caldwell Fire Chief at 310 South 7th Avenue presented a PowerPoint presentation with information concerning the challenges facing the Caldwell Fire&Rescue Department and potential budgetary matters. Discussion followed. No decisions were made or action taken. The workshop adjourned at 6:57 p.m. REGULAR MEETING March 16,2015 7:00 P.M. The Mayor welcomed those in attendance including Sheriff Donahue and Canyon County Prosecuting Attorney Bryan Taylor. The Mayor reported that a workshop was held at 6:00 p.m. for the purpose of discussing Fire Department budgetary considerations for the upcoming budget year. No decisions were made or action taken. Pastor Geoff Williams of the Montana Avenue Baptist Church provided the invocation. The Mayor led the audience in the Pledge of Allegiance to the Flag. The Roll of the City Council was called by the City Clerk with the following members present: Pollard(via phone),Biggers,Feucht,Ozuna,and Hopper. Absent: Callsen. CONFLICT OF INTEREST DECLARATION None. SPECIAL PRESENTATIONS A. Employee of the Month Presentation The Mayor read a letter of recommendation from Library Board President Larry Blackburn concerning the exceptional leadership qualities of Lacey Welt as the Caldwell Library Director. Ms.Welt was presented with a plaque and gift certificate. She expressed her appreciation for the recognition. Mr. Blackburn introduced other board members in attendance: Bonnie Smith, Melissa Springfield,and Magda Ruano. B. Proclamation: "Bravo—Common Men/Uncommon Valor"Film Mayor Nancolas read the following proclamation and presented the document to Bill Roscoe, Director of the Boise Rescue Mission. WHEREAS, The National Defense Authorization Act of 2008 authorizes the Secretary of Defense to conduct a program to commemorate the 50th Anniversary of the Vietnam War, including the designation of local government partners,events and activities;and WHEREAS, from August 1964 to March 30, 1973, 3,403,100 military personnel served in the Southeast Asia Theater including Vietnam, Laos, Cambodia,flight crews based in Thailand and sailors in the adjacent South China Sea waters;and WHEREAS,58,156 military personnel lost their lives, 75,000 were classified as severely disabled and out of those, 216 members of the armed forces from Idaho were killed, eight declared missing in action and approximately 42,810 Vietnam veterans currently live in Idaho;and WHEREAS, members of the United States Armed Forces who served bravely and faithfully for the United States during the Vietnam War were, upon their return home, caught in the crossfire of public debate about the involvement of the United States in the Vietnam War and thus denied the appropriate public gratitude and honor for their sacrifice and service;and WHEREAS, such activities are designed to finally thank and honor veterans of the Vietnam War for their service and sacrifices on behalf of the United States and to also acknowledge the commitment and sacrifices made by their families;and WHEREAS, such service and sacrifices continue, to this day, by men and women who wear our country's uniform and serve wherever they are deployed, accompanied by our duty to understand and acknowledge their service and to welcome them home;and BOOK 56 PAGE 32 WHEREAS, The City of Caldwell will commemorate and honor the service and sacrifices of Idaho veterans of the Vietnam War and their families on April 1st, 2015 with the showing of"Bravo" "Common Men/Uncommon Valor" at College of Idaho, Langroise Hall at 7:00p.m. and encourages participation in this activity. NOW, THEREFORE, I, Garret L. Nancolas, Mayor of the City of Caldwell, do hereby proclaim Wednesday,April I s,2015 to be veterans VIETNAM VETERAN'S DAY in the City of Caldwell. C. Annual Report from Canyon County Prosecutor Bryan Taylor Canyon County Prosecuting Attorney Mr. Taylor provided a handout outlining the 2014 Canyon County Prosecution Statistics. He explained that overall crime rates and case filings for the year 2014 have decreased compared to 2013. There has been a slight increase in the amount of burglaries and L&L(lewd conduct)crimes within Canyon County;however, crime rates are down within Canyon County overall and especially within the City of Caldwell. Discussion was held concerning the recent proposed State of Idaho legislative bill legalizing particular aspects of marijuana, which would make it very difficult to enforce given the trafficking aspects. He also reported that there has been an increase of outlaw motorcycle gangs associated with drug trafficking offenses.Federal assistance for the SAUSA program has been granted to assist with this matter. The Mayor stated his opposition to legalization of marijuana and stated that the consequences indicate that states which have legalized marijuana also have noted an increase in use of heroine by their residents. Discussion was held concerning the jail expansion matter. Councilman Biggers reported that he recently took a tour of the Canyon County jail facility and realized the need for the expansion. He expressed his appreciation to Sheriff Donahue and his open door policy. Sheriff Donahue welcomed others who would like to take a tour of the Canyon County jail facility. D. Report from Mayor's Youth Advisory Council Members Reports from members of the Mayor's Advisory Council were provided concerning their recent trip to the National League of Cities Conference held in Washington, D.C. Those providing reports were Jamie Waters, McKenzie Mangun, Delphia Lloyd, Bianca Mora, and Briant Garza. E. Presentation from Jerome Mapp-Boise City Fair Housing Task Force Coordinator Mr. Mapp provided a PowerPoint presentation concerning 2014 accomplishments of the Fair Housing Task Force. He outlined the outreach events held within the Treasure Valley addressing this issue and the ongoing public awareness plan. The 2014 fair housing advertising budget amounted to$12,341 shared by the City of Boise,City of Meridian,City of Nampa and a variety of local agencies and commercial businesses. He requested that the City of Caldwell consider involvement as a joint partner with a donation of$1,000 for 2015 and include this campaign within the City's FY-2016 budget year allocations. The Mayor expressed appreciation to Mr.Mapp for his presentation and for also serving as the Caldwell Hearing Examiner. Approve acceptance of the minutes of the Regular City Council Meeting held on March 2, 2015; the Special(Executive Session) City Council Meeting held on March 12, 2015; the Downtown Caldwell Organization Meeting held on February 23, 2015; the Senior Center Board Meeting held on March 9, 2015; the Caldwell Library Board Meeting held on February 5, 2014; and the Employee Benefit Plan Trustee Meeting held on February 5, 2015; 2. Approve the appointment of Magda Ruano to the Library Board of Trustees for a term to expire December 31,2019; 3. Approve Resolution No. 56-15 authorizing the declaration and disposition of a surplus City-owned vehicle from the Fire Department to be auctioned; BOOK 56 PAGE 33 4. Approve Resolution No. 57-15 authorizing the disposition of a surplus City-owned vehicle from the Police Department to be auctioned or used as a trade-in vehicle; 5. Approve Resolution No.58-15 authorizing the execution of a User Service Agreement with Ahead of the Kurve,LLC dba Q Incorporated for the purpose of providing pre-employment and employee drug and alcohol testing through the City of Caldwell Human Resource Department; 6. Approve Resolution No. 59-15 authorizing the execution of a Lessor's Consent Estoppel Certificate and Agreement for Hangar#357 at the Caldwell Industrial Airport; 7. Approve Resolution No. 60-15 accepting the Award of Bid for L.I.D. 15-1 to construct curb, gutter, driveway approaches, pedestrian ramps, and sidewalk improvements to J2 Construction in the amount of$74,575; 8. Approve Resolution No. 61-15 accepting the Award of Bid for the replacement of the air conditioning unit at City Hall (411 Blaine Street) from Air Comfort in the amount of $211770.00; 9. Approve Resolution No. 62-15 accepting the Award of Bid for HVAC repairs at the Caldwell Public Library from ACCO in the amount of$147,823.00; 10. Approve request for a Taxi Cab Business License to Boise Airport Shuttle provided through the City Clerk's Office. NEW BUSINESS (FINANCE AND HUMAN RESOURCE REPORTS) Councilman Hopper reported that the Finance Committee has reviewed current accounts payable in the amount of$1,371,393.88 for the period ending February 25,2015 and net payroll in the amount of$282,189.64 for the pay period ended February 21,2015. MOVED by Hopper,SECONDED by Feucht that accounts payable in the amount of$1,371,393.88 represented by check numbers 107794 through 108006 and payroll for the total amount of$282,189.64, represented by check numbers 28217 through 28234 and payroll direct deposits,be accepted,payment approved,and vouchers filed in the office of the City Clerk. MOTION CARRIED (COUNCIL COMMENTS) Council Member Hopper expressed his appreciation to Mayor Nancolas for the ongoing success of the Caldwell Mayor's Youth Advisory Council program and for organizing the yearly opportunity of the students attending the National League of Cities Conference held in Washington,D.C. Council Member Ozuna complimented Lacey Welt on her many accomplishments while serving as the director of the Caldwell Public Library. She reported that she recently had the opportunity to accompany the Caldwell fire fighters in a ride along event for a period of eight hours. She complimented the Caldwell Fire Fighters and their professional performance in representing the City of Caldwell in such a large expanded area. Council Member Biggers concurred with comments made by Councilman Hopper regarding the Mayor's Youth Advisory Council and added that his own children were been involved in the Council in year's past and gained knowledge through the experience. (MAYOR'S COMMENTS) The Mayor reported on issues discussed at the recent National League of Cities Conference including national transportation funding. He reported that he was asked to present at a workshop session entitled"Big Ideas for Small Cities."
