Devin Riley, Chief Wendelsdorf, Gordon Reed, Brian Billingsley, Robb MacDonald Secretary: Tammy Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right-of-Way) *TC (Traffic Commission) Old Business None at this time New Business 1. Request to enlarge font on speed limit signs - Kaplan Mike Kaplan suggested that the street signs at crossroads on higher speed facilities need to be larger so drivers can see what the road is before they are upon it. City Speed signs are sized to meet specifications outlined in the MUTCD and City code. It was agreed by TC members that the reflective tape added to Stop signs is the most effective approach to increasing driver awareness of the signage around them. The specific area Mr. Kaplan referred to, KCID Rd and SH20126 falls into ITD's jurisdiction. The TC agreed that signage in the City limits is effective and appropriate according to guidelines and policy referenced by the City. A motion was made and the TC agreed unanimously to forward Mr. Kaplan's request to Kevin Sablan at ITD to be followed up and to notify Mr. Kaplan of the action. Mr. Kaplan will also be provided Kevin Sablan's contact information. ACTION: Tammy will send correspondence to Mr. Kaplan outlining the determination of the TC and provide ITD contact information. Brent Orton will forward Mr. Kaplan's request to Kevin Sablan at ITD. 2. Request turn lane curb painted red on Jump Creek Road near vision Charter School and possibly add "No Parking" signage—Officer Hodnett, CPD Drivers park in the Turn-lane on Jump Creek Road to pick up their students from Vision Charter School in the afternoons. TC suggests it may be a matter of drivers not realizing that they are in a turn lane. A motion was made and the TC agreed unanimously to enhance the lane by adding a Right-turn arrow in the lane and a single post with dual signs on it reading "RIGHT TURN ONLY" and "NO PARKING FROM HERE TO CORNER". In addition Lt. Riley will ask Officer Hodnett to visit the school and see if they have any other concerns. ACTION: Street department will make directional improvements. Lt. Riley will follow up with officer Hodnett. A r 3. Request additional lighting at Midway, Lake and Florida intersections on Homedale Road. - Hirmer Mr. Hirmer left a voice message requesting lighting at the above intersections. Flashing beacons were recently added to each but Mr. Hirmer still feels they are to dark at night to easily negotiate a turn At all of the above intersections the City is responsible for the North, West and East legs. The South leg falls to the County. A motion was made and the TC agreed unanimously to have Engineering investigate if power is available and what it would take to install a single light post at each intersection. The request will be revisited at the March TC meeting. ACTION: Engineering will evaluate the intersections and report back at the March TC meeting. The direction of the TC has been communicated to Mr. Hirmer. Additional Item added at meeting: 1. Request Red Curb at Howard Street& Logan and at 15th Street and Dearborn—Busse Henry Busse states that at the above two intersections cars park to close to the Stop sign for motorist to see around them and safely pull away from the Stop signs. Upon discussion Lt. Riley believes that traffic laws designate a certain distance a vehicle can park from a Stop sign. If this is the case then it would be a matter of patrol officers educating drivers on that law. ACTION: Lt. Homedale and Indiana Avenue intersection—Roundabout/re-design. (CHD4 will design and implement in 2014) 3. Left Turn Green Arrow at 10th & Linden—Cost Estimate requested Aug 2014 - In an effort to elevate frustration to drivers until a Left Turn Green Arrow can be budgeted and installed it is requested that the timing and calibration of the existing signal be adjusted so the North/South green lights are longer in duration. 4. Evaluate adding bike lanes on Florida Avenue between Ustick Rd and Cleveland Blvd. 5.
