CALDWELL URBAN RENEWAL AGENCY
June 1, 1999 - 12:00 noon
Caldwell City Hall Council Chambers
The regular scheduled meeting of the Caldwell Urban Renewal Agency was held June 1, 1999 at
12:00 noon in the City Council Chambers at City Hall with Chairman ElJay Waite presiding.
The roll was called: present were ElJay Waite, Mayor Garret Nancolas, Mike Gable, Terry
Rinearson and Leona Fouts.
Motion to approve the agenda was made by Mayor Nancolas, seconded by Rinearson and passed
unanimously.
Old Business
Motion to approve the minutes from the May 4, 1999 meeting was made by Gable, seconded by
Rinearson and passed unanimously.
New Business
Housing presentation, educational in nature, by Fred Cornforth, Executive Director of
Community Development Inc. in Caldwell. Fred presented information regarding several options
and/or resources to assist us in our search for technical assistance.
1) Northwest Regional Facilitators out of Spokane is willing to draft a proposal for
assistance if the commissioners would submit a letter requesting information. They will help us
secure HUD dollars to support our project.
2) Idaho Housing & Finance (IHFA) would be willing to commit a % of bonds issued to
Caldwell URA. Can use HUD dollars to buy down interest rates (2-1 buy down for 2 years), and
to buy down PAR rate...i.e. 6.18% to 5.86% permanent financing.
3) Federal Home Loan Bank - offering dollars at greatly reduced rates for rehabilitation as
part of their efforts to comply with community reinvestment regulation.
Motion to prepare a letter to NRF indicating our interest in their proposal for assistance made by
Mayor Nancolas, seconded by Gable and passed unanimously.
Mayor Nancolas gave a brief report on his Europe tour as it relates to our transportation
component. He stressed the importance of obtaining land use right-of-ways, establishing plans
and policies for parking, lighting, pavers, bicycle routes, pedestrian routes, etc. The URA will
have dollars coming in soon and should link with the city in all of the above, including right-of-
ways for greenbelts, walking paths, trams/trains, etc.
Motion to adjourn made by Gable, seconded by Rinearson and passed unanimously.
Meeting adjourned at 12:50pm.
