CALDWELL URBAN RENEWAL AGENCY

A workshop for the Caldwell Urban Renewal Agency was held June 4, 2001 at 7:00am in
the Mayor’s Office at City Hall with Chairman ElJay Waite presiding. Present were
URA Commissioners ElJay Waite, Mayor Garrett Nancolas, Mike Gable, and Leona
Fouts; and I.D.A.H.O. representatives Fred Cornforth and Ann Marie Reyes.
The workshop was scheduled to discuss the feasibility of establishing and funding a
property rehabilitation program within the Caldwell Urban Renewal Agency.
Fred Cornforth, Executive Director for I.D.A.H.O., presented the following:
Case studies from applicants declined for IHFA, 504, AHP funding.
Description of current funding sources available through government programs.
Proposed Administrative Management and Marketing Plan
Discussion centered around needs not currently being met with typical government
programs, general applicant screening criteria, management of the underwriting and
monitoring process, loans vs grants, and accessible funds.
Suggestions were made to consider entities such as I.D.A.H.O., Idaho Housing Authority,
and Habitat For Humanity as possible recipients and/or administrators for the program.
Additionally, grants to various community efforts were discussed. (i.e. Paint the Town,
assisting in building a house to benefit the YMCA, window and roof replacement
incentives, etc)
