CALDWELL URBAN RENEWAL AGENCY
September 4, 2001 - 12:00 noon
Caldwell City Hall Conference Room
The regular scheduled meeting of the Caldwell Urban Renewal Agency was held September 4,
2001 at 12:00 noon in the Conference Room @ City Hall with Mayor Garret Nancolas presiding.
The roll was called: present were Mayor Garrett Nancolas, Mike Gable, Matt Beebe and Leona
Fouts. Chairman Waite was excused for illness.
Motion to approve the agenda: Gable, Fouts, M/S/P
Motion to approve the August 7, 2001 minutes: Beebe, Fouts, M/S/P
Old Business
Mayor Nancolas reported that the contracts with Idaho Power for the 10 megawatt line will be
completed within the next ten days.
Mark Hilty, legal counsel, has reviewed the promissory note to be used with the housing rehab
loan requests. He is recommending several minor changes, which have been faxed to I.D.A.H.O.
for review and approval.
New Business
Fouts gave an update on the three pending rehab loan requests. Copies of the progress reports
will be distributed with the minutes.
Mayor Nancolas reported that a letter was received from Caleb Roope, Caldwell Ashton Place
Associates, requesting funding for a project that was introduced in February 2001 to the CEURA
commission. The question was raised at the February meeting as to whether or not the URA is
able to enter into an agreement that has a 40-year life. The commission agreed to submit a letter
of preliminary commitment to assist in financing a portion of the costs. (Re: February 7, 2001
minutes) Since that time, there has been no communication or update from Mr. Roope. Motion
to authorize Chairman Waite to continue discussion with Mr. Roope and gather specific details
of the request. Fouts, Beebe M/S/P
Financial report by Gable: No invoices to approve. Balance is approximately $482,000.
General Discussion
Update on the progress of the “Y” given by Mayor Nancolas. Waiting for the feasibility study
at a cost of approximately $60,000. Motion to authorize expenditures up to $20,000 to assist
with the feasibility study and move the project forward. Fouts, Gable M/S/P
