CALDWELL URBAN RENEWAL AGENCY
November 6, 2001 - 12:00 noon
Caldwell City Hall Conference Room
The regular scheduled meeting of the Caldwell Urban Renewal Agency was held November 6,
2001 at 12:00 noon in the Conference Room @ City Hall with Chairman ElJay Waite presiding.
The roll was called: present were ElJay Waite, Mayor Garret Nancolas, Mike Gable and Leona
Fouts.
Motion to amend the agenda to add approval of previous minutes, change word ‘resolution’ to
‘motion’ in new business item #1, and switch the order of new business items #1 and #2:

Motion to approve the agenda: Gable/Fouts M/S/P
Motion to approve the October 2, 2001 minutes: Gable/Fouts M/S/P
Housing rehabilitation update given by Anne Marie Reyes. Motion to authorize Chairman
Waite to enter into discussion with Ken Harwood for assistance in amending the repayment
schedule in the promissory note to incorporate a date consistent with the life of the agency or
determine legal wording regarding an extension of the agency: Gable/Nancolas M/S/P.
Motion to fund the Sidwell Property Rehabilitation Loan: Fouts/Gable M/S/P
Discussion of Ashton Place Apartments funding. A 40 year term is not an option for the
agency. Other options to be considered are a shorter repayment term within the life of the
agency, a balloon payment, or a lower interest rate. Discussions will continue.
Gordon Law provided a review of 2002-2005 budget projections for upcoming projects that
will require URA assistance. He will prepare a printed list for the commission for further review
and consideration.
Financial report given by Mike Gable. Final check amount for Idaho Power was $408,308.30
(approved for payment at 10/2/2001 meeting). Motion to approve payment of invoices to
I.D.A.H.O. for $1,736.72 and the irrigation district for $1,756.03: Gable/Fouts M/S/P
Budget meeting set for Monday, December 10th, 6:00 pm in the conference room at City Hall.
The public is welcome.
December meeting for URA has been rescheduled to Tuesday, December 11th, 1:30 pm at City
Hall.
