CALDWELL URBAN RENEWAL AGENCY
January 9, 2002 - 12:00 noon
Caldwell City Hall Conference Room
The regular scheduled meeting of the Caldwell Urban Renewal Agency was held January 9,
2002 at 12:00 noon in the Conference Room @ City Hall with Chairman ElJay Waite presiding.
The roll was called: present were ElJay Waite, Mayor Garret Nancolas, Matt Beebe and Leona
Fouts.
Motion to approve the agenda: Fouts/Beebe M/S/P
Motion to approve the December 11, 2001 minutes: Fouts/Beebe M/S/P
Old Business
Mayor Nancolas gave an update on the progress of the 10mw power line and the YMCA.
New Business
Update on housing rehabilitation provided by Anne Marie Reyes. Motion to fund up to $7,900
for the Arispe project, to be paid from submitted invoices covering curb, gutter, sidewalk, plans,
building permits, demolition, extra landscaping. Fouts/Beebe M/S/P
Presentation by George Grant and Vaughn Heinrich from Vallivue School District regarding
potential properties for a new middle school. Discussion centered on the feasibility of URA
participation and whether or not the URA plan can be amended to include other properties.
Consensus was to form a new URA if the need arises, in lieu of amending the current plan.
Motion to elect officers for the 2002 calendar year as follows: Chairman, ElJay Waite; Vice-
Chairman, Garret Nancolas; Secretary, Leona Fouts. Beebe/Fouts M/S/P
Motion to appoint URA Commissioners Garret Nancolas and Leona Fouts to new four-year
terms to expire January 1, 2006. Beebe/Nancolas M/S/P
Proposal from Ashton Place Apartments for financing of $150,000: Chairman Waite will
obtain legal review, address our means/mechanisms to collect the money and discuss the
potential for a future tax relief request by the developer. Discussion will continue at subsequent
meetings.
No invoices to approve. No financial report available. Chairman Waite announced that the
annual audit begins next week.
