CALDWELL URBAN RENEWAL AGENCY
April 2, 2002 - 12:00 noon
Caldwell City Hall Mayor’s Office
The regular scheduled meeting of the Caldwell Urban Renewal Agency was held April 2, 2002 at
12:00 noon in the Mayor’s Office @ City Hall with Chairman ElJay Waite presiding. The roll was
called: present were ElJay Waite, Mayor Garret Nancolas, Mike Gable, Matt Beebe and Leona
Fouts.

OLD BUSINESS
Mayor Nancolas gave an update on the YMCA. No new information available on the 10mw power
line.
NEW BUSINESS
I.D.A.H.O. representatives, Anne Marie Reyes and Fred Cornforth, reported that they have placed
their housing rehab efforts on hold. They have expended great effort, with minimal results, and are
not willing to continue until new funding options and administrative procedures are available. The
work in progress for the Arispe family will continue. Chairman Waite praised their commitment
and stated the board’s willingness to renegotiate when they are ready.
Chairman Waite reported that the Industrial Park Pump Station placement was being reviewed.
Several options are available and under consideration.
The Rotary Pond Project is ahead of schedule and looks wonderful! Community support and city
employee support has exceeded expectations. June 8 is scheduled for a Grand Opening. Financial
commitments are in place to proceed with the next phase, which will include restrooms.
Motion to approve funding request received from G.A.L.S. softball league for up to $30,600.00 to
assist in concrete costs for the new softball quad: Gable/Fouts M/S/P
Chairman Waite presented the 2001 Annual Report and the 2001 Financial Audit for review.
Mayor Nancolas announced a Grand Re-Opening & Dedication for Sebree Park on May 18, 2002.
Motion to approve an invoice from Caldwell Rotary for $3,150.00 for our matching donation for
the Rotary Pond project, check payable to Caldwell Greenbelt Civic League. Gable/Fouts M/S/P
Motion to authorize Chairman Waite to enter into discussion with Rick Wells to request an
environmental assessment of the Bennett block and explore the possibility of land purchase.
