HomeMy WebLinkAbout2006-02-07 URA MinutesRegular Scheduled Meeting CALDWELL URBAN RENEWAL AGENCY February 7, 2006 - 12:00 noon Caldwell City Hall, Conference Room The regular scheduled meeting of the Caldwell Urban Renewal Agency was held February 7, 2006 at 12:00 noon in the Conference Room @ City Hall with Chairman ElJay Waite presiding. The roll was called: present were ElJay Waite, Garret Nancolas, Rob Hopper and Leona Fouts. Guests: Steve Fultz, Dennis Cannon, Rick Wells Motion to approve the agenda: Fouts/Hopper M/S/P Motion to approve the January 3, 2006 meeting minutes: Hopper/Fouts M/S/P OLD BUSINESS CEDC Update: Steve Fultz, Executive Director, provided an update on CEDC activities which include: filled two requests for demographic information and distributed 8 marketing packets; working with Gilliland to develop a marketing flyer for distribution in Orange County, CA; assisting Ron Bitner with marketing plan for the Wine Commission; the Leland group is coming back Feb 21-22; incubator is full and 3 businesses will be graduating out in March and May and will be staying in Caldwell; continue working with Mike Lemrick who will be making his decision soon; TVCC & EKC Construction are looking at potential relocation to the Business Park; working with Jamie Hoover on fundraising and marketing for Skyway; negotiating with two developers for downtown; talking with several restaurant chains for new locations in Caldwell; working on signage for the Wine Commission. Dennis Cannon provided an update on the Indian Creek Project. The rails are complete around the water wheel and all rails will be painted to match the color of the water wheel. Dennis also provided an update on the Downtown Catalyst Project: The initial analysis was not very positive, however after meeting with the Leland Group and providing an update on Caldwell’s progress and plans, they are ready to move forward and support us. They are developing a marketing package to promote a new image of the new Caldwell, and working to integrate our marketing with Albertson College of Idaho to attract a more affluent market. Consideration is being given to establishing a bank consortium to offer downtown businesses affordable financing for improvements. The Laster Lane funding request has been reviewed by the city engineering department and Gordon Law indicated that the information provided does not support additional funding by URA beyond our original commitment of $40,000. All requirements noted in the request are consistent with city requirements and are not the responsibility or fault of either URA or the city. Mayor Nancolas stated that the street lighting request is within the scope of URA’s ability to assist and suggested that we consider this portion of the funding request. Motion to participate in 50% of the street lighting cost for a total payment of $4,738.80, and honor our original commitment of reimbursement up to 50% of the final bid, not to exceed $40,000: Nancolas/Hopper M/S/P NEW BUSINESS Chairman Waite opened the floor for nominations for the offices of Chairman, Vice Chairman and Secretary for 2006. Motion to reinstate the same officers from 2005: ElJay Waite, Chairman; Garret Nancolas, Vice Chairman: and Leona Fouts, Secretary: Nancolas/Hopper M/S/P CEURA, February 7, 2006, Page 2 Motion to recommend to Caldwell City Council the following terms for the commissioner appointments, in order to stagger the expiration years of the board: ElJay Waite and Garret Nancolas terms to expire January 2010 Leona Fouts and Rob Hopper terms to expire January 2008 Matt Beebe term to expire January 2007 Nancolas/Hopper M/S/P Chairman Waite announced that the City Council recommends a level I environmental assessment on the park/school site property assignment offered by Providence Development Group. The assignment of Providence’s option to the City and Agency will cost $25,000 to reimburse them for the down payment. Mayor Nancolas noted that due diligence dictates a Level 1 Assessment be conducted during the next 90 days prior to closing on the Assignment and suggested the Agency direct Spectrum Environmental to determine if Providence completed said assessment or complete an independent assessment for the Agency. Motion to authorize a Level 1 Environmental Assessment, if not yet completed, not to exceed a $2,000: Nancolas/Hopper M/S/P Chairman Waite presented the Annual Audit and Annual Report for review. Motion to accept the Annual Audit and Report, present it to City Council and submit copies to the taxing entities: Fouts/Hopper M/S/P Rick Wells presented information regarding asbestos testing for the nine buildings purchased by URA for the Indian Creek Project. The buildings must have asbestos testing in order to obtain a demolition permit and if we act now, we have adequate time for testing and abatement before demolition needs to take place. Motion to put the asbestos testing project out for bid for the nine buildings to be demolished in the Indian Creek Project: Hopper/Nancolas M/S/P Chairman Waite introduced a request from Commissioner Beebe for relocation assistance for a business located in the County’s parking master plan. The owner is currently considering options for selling or quitting business and is waiting on completion of a property appraisal from the county. The request is within the scope and intent of URA’s plan and will be considered when final information is presented. Chairman Waite introduced a draft of a Lease Proposal for TVCC for CEURA’s four-acre site next to the Thomas Jefferson Charter School. Discussion was held regarding the potential relocation of TVCC. Discussion will continue at subsequent meetings.
