Discussion:Proposed Workforce orc Housing Fart of Proposed Plaza Site
Greg and Cathy Urrutia described New Beginnings Housing as building affordable housing in the
Treasure Valley with projects in Caldwell.They were approached by furl and Ray about developing this
site.They presented the preliminary design for the project*4 stories with 27 rental units with 1,2,and
bedrooms.They intend to include a comm unity space, l it rafy, laundry,and leasing office.A deck on an
upper level may be included with 'tot lot'type playground equipment. 18 parking spaces were shown on
the ground floor but may need to be reduced for accessible spaces and equipment.
The project is defined as 'workforce force housing' (not Section B, low income housin.g), aimed atmorking
professionals such as teachers and firefighters.
D ES is supportive of non-discriminative rental "workforce' housing in Downtown but has some concerns
about this preliminary plan:
DCO is adamant about restaurants and pubs facing the plaza at ground level as per previous downtown
plans and Roger Brooks'current recommendation (DCO confirmed that the plaza has been confirmed
for study by the City Council and EURA). Greg said they wouldn't be able to get financing for that space
but IHFA financing wou Id allow other uses in the carne building. Karl is interested in eating and drinking
establishm hts and said they might find other financing or partners. As per the above,parking wouldn't
go on ground floor facing the street. dater table is too high for underground parking. It was noted that
there are 200 parking spaces in the City's prescribed walling radii.Jar rn said the City will be concerned
about parking and will need to make a recommendation. DCO recommends developing a `parking
strategy'for downtown. Flay said there would be a need for some on site parking for tenants who
cannot walk far.Jaroinn suggested vacating the alley since it doesn't go through.
Bob asked if the proposed housing at the Sundowner site were to be funded, would New Beginnings
Housing go forward. Greg said obtaining funding would be more difficult as the funding sources like to
spread money around.
The City owns a portion of the project area and a long term lease arrangement would be made.

The DCO thanked the development team and will meet next Tuesday to discuss recommendations for
this project.
