1.Phil [ uihlan proposal
Phil Kushlan sent a proposal to John.John requests that everyone review and comment.
Bob mentioned that it seemed like we were already doing-what I ushlan proposed.
2.Roger Brooks Plaza Conceptual Design
John and Teri contacted Brooks and his organization—the conceptual plan won't be complete until the
end of October. KS5 to ask if a permanent marker lull location can be suggested. 4
3.Property owner commitment. l
John suggested we contact Brooks for info on what constitutes property owner commitment, so we can
go after it.
4. Discussion with L J Waite
L J said the 'philosophy'of the CEURA is changing and their proposed amendment to the urban renewal
district is for the remaining 8 years of tax increment to be directed to the taxing districts.The City will
get around million annually from which they will pay off bonds fiat.The CEURA and City budget
annually so this year the City has designated$500,000 from their share to 'downtown projects'.
For the downtovw n project re ommendations like the plaza,the CEU R is looking for a masterplanning
document that describes the project and all of the sequence of events that will need to happen—
including design,cost estimating, reviewing,construction documents, power undergrounding,etc,such
that they and the City can apprgve and create bidding documents at the right times.
There are several possibilities for funding including bonding, loans from the City to itself but complete
information on what&where needs to be in place to request bank or city financing. DCO agreed with L J
that we will not have the plaza information by the end of the year but he said the City does want to
make the plaza happen next year and will find a way,
L J said the City and the CEU BA appreciate the work of the DCO and are pleased with the community
