HomeMy WebLinkAbout11-25-2014 DCO PI l Downtown Caldwell Organization .� Meeting Notes November mber , 20 .4 7: oar Bird Stop Atteindee : Dick Anderson, Chris Batt, Bob Carpenter, J hn McGee, Stephanie R hrdanz Keri Kay Smith-Sig an, Sherry McKibben Guests:Greg and Cathy Urrutia, New Beginnings Housing; Ray Wolf, furl f aughman, ro ert p � owners; Sharron Ozuma, Caldwell City Council; Jarorn Wagoner, it Y of Caldwell Planner Discussion Proposed Workforce Ho sing East of Proposed Plaza Site Greg and Cathy Urrutia described New Beginnings Housing as building affordable housing in the Treasure Valley with projects in Caldwell.They were approached by Karl and Ray about developing this site.They presented the preliminary design for'the e project:4 stories with 27 rental units with 1,2, and bedrooms.They intend to include a community space, library, laundry, and leasing office.A deck on an upper iev6l may be included with `tot lot'type playground equipment. 18 parking spaces were shown on the ground floor but may need to be reduced for accessible spaces and equipment. The project is defined as"workforce housing' (not Section 8, low income housing), aimed at working professionals such as teachers and firefighters. DCO is supportive of non-discriminative rental"workforce' housing in Downtown but has some concerns about this preliminary plan: i DCO is adamant about restaurants and pubs facing the plaza at ground level as previous er downtown p plans and Roger Brooks'current recommendations (D CO confirmed that the plaza has been confirmed for study by the City Council and EURA). Greg said they vwrduldn't be able to get financing for that space, but IHFA financing would allow other uses in the same building. Karl is interested in eating and drinking establishments and said they aright find,other financing or partners.As per the above, parking vwrouldn't go on ground floor•facing the street.water table is too high for underground parking. It was noted that there are Zoo parking spaces in the City's prescribed'walking radii.Jarrom said the City will be concerned about parking and will need to make a recommendation. DCO recommends developing a `parking strategy'for downtown. Ray said there world be a need for some on site parking for tenants who cannot walk far.Jarom suggested vacating the alley since it doesn't go through. Greg said obtaining funding would be more difficult as the funding sources like to spread money around, The City owns a portion of the project area and a long terra lease arrangement would be made.
