CALDWELL HISTORIC PRESERVATION COMMISSION MINUTES
Meeting of July 14, 2014 @ 5:00 P.M.

1. Call to order. Vice-Chairperson Randolph called the meeting to order at
approximately 5:07 p.m.
II. Roll Call
Members Present. Chuck Randolph, Lorene Oates, Megan Dixon, De Etta L. Ewing,
and Elaine Carpenter
Members Absent. Steve Maughan and Kevin Manning.
Others Present. April Cabello, Planning Technician; and Brian Billingsley, Planning

MOTION To APPROVE THE MINUTES OF MAY 27, 2014.

IV. Certificate of Appropriateness Interviews.
A. Case Number CA-05-14 a request by Eugene Gunderson for Certificate of
Appropriateness approval of an addition to an existing non-conforming
garage. The site is located at 1904 Blaine Street.
Testimony:
April Cabello, Planning Technician, 521 Cleveland Blvd., Caldwell, ID 83505,
explained that the applicant has requested to add on to an existing non-
conforming garage.
Brian Billingsley, Planning & Zoning Director, explained that the application
before the commission is regarding expanding an existing garage. The
applicant will speak to the reason why they have to expand the garage
towards the street rather than the side property line. Mr. Billingsley confirmed
the side yard setback adjoining the street in the R-1 Zone is 15ft and that City
Council will be considering an ordinance amendment provision giving the
Planning & Zoning Director the ability to grant up to 25% administrative
variance. Mr. Billingsley stated in this case if the Certificate of
Appropriateness is approved tonight and City Council passes the ordinance
amendment then he could grant an administrative variance and applicant
would not have to go to the Planning & Zoning Commission for special use

approval. Mr. Billingsley also stated that if the Historic Preservation
Commission finds a reason why he should not approve the variance
administratively then he would take the case before the Planning Zoning

Commission for approval. Mr. Billingsley further explained that the ara a will

Dean Gunderson, applicant's representative, Gunderson Plannin g & Design,

934 S. Waterton Ave., Eagle, ID 83616, signed in favor of the application and
stated that the applicant wants to expand the non-contributing structure but in
a way that avoids a particular hardship on this property due to over

power lines, underground utility easement for public sewer and water
connections for the primary residence. Mr. Gunderson stated the applicant
has looked at the existing accessory setbacks along 1 9t Avenue determining
an average accessory structure setback. Mr. Gunderson gave several
reasons why the certificate of Appropriateness should be approved:
• The proposed addition brings the existing non-conforming garage

structure into compliance with the pattern of architectural characteristics
found throughout the District.
The proposed addition is physically subservient to the primary conforming
building, with a height well below the maximum permissible height
allowed for accessory
ry structures. The proposed addition does not occupy
the entire backyard — in fact, it provides a semi- protected rear-yard patio

for the residents, while maintaining a side-streetlrear and landscaped

area along the 19th Avenue frontage.
• The proposed addition is in the rear yard of the lot, located behind and
subservient to the primary residential building.
• The proposed addition modifies the existing garage's roof form to mimic
the roof form of the existing primary residential building. While the existing
garage is a single-slope roof identical in pitch to the attenuated portion of
the sloped roof found on the rear of the primary building, the ro osed

addition has a gable roof that matches the 9-1/2:12 pitch found on the
main gable of the residence —this ensures an identical roof form between
the modified accessory structure and the primary conformin g .buildin g
• The proposed addition uses the identical exterior finishes and colors
found on the existing primary building. Specifically, cedar shingles
(matching both texture and size) painted the same gray color as found on
the primary building (and the existing portion of the garage), architectural
woodwork and trim (exactly matching the columns and trim found on the
primary building) painted the same white color found on the rims

building (and the existing portion of the garage).
• The proposed addition is built to conform to the size and massin g found
on the accessory structures/garages throughout the District, and is
appropriately subservient to the primary building. While this does mean
the rooflines are lower than those found on the primary buildin g — the
overall roof form mimics that found on the primary building.
• The proposed addition (and the existing portion of the a} are alley-
loaded y
loaded — no changes to the curb, sidewalk or fence along 19th Avenue is
proposed.
• The proposed garage addition does not encroach upon the e
setbacks found for all average g
garages along 19th Avenue within the District.
Further, the proposed addition brings the existing garage more into
compliance with the original garage that had been on the property —
dating to at least 1949.

Mr. Gunderson stated that the applicant asks that the HPC find the proposed
garage addition is in-keeping with the Purpose Statement for the Caldwell
Historic Preservation Commission (02-17-03). Specifically, that the addition
will "... encourage the harmony in the planning of new buildings and
developments with existing historic buildings in the proximity" will "preserve
and enhance the environmental quality of the neighborhood" will further
"promote the creation of historic districts" through the demonstration of quality
planning and construction, and finally "strengthen the city's economic base by
the stimulation of conservation and reuse."
Mr. Gunderson stood for questions.
Mr. Billingsley thanked the applicant for submitting excellent plans; it makes
the commission's job easier in making a decision.
Commissioner Ewing stated this is a fine example on how to improve your
own property and improve the neighborhood. It is a beautiful addition.
Commissioner Ewing also stated that this was a way to cooperate with the
home owner and that she understands it will be on an individual basis but in
order for these homes in the district to be purchased the City needs to figure
out how to allow the home owners to have parking and garages. This is an
example of how add to a covered garage.
Commissioner Dixon praised the applicant on how helpfully through the text
was and appreciated the quotations from the Historic Preservation and City
documentation.
Commissioner Oates stated she liked this project.
Vice-Chairman Randolph closed the public testimony.

Vlll. New Business. None.
1X. Commission & Staff Reports.
A. chuck R. wondered about a notification that was sent to the neighborhood
from the city for sidewalk LID with a dead line to sign up. Chuck wondered if
it was front fagade only. Brian B. responded that the notification would have
come from the Engineering Department and that he had no knowledge of the
mailing ut would find out and email the commission.

B. chuck R. shared with the commission a notification about the 10cn Avenue
Bridge Replacement Project and suggested that commission members
should attend the first public meeting if the commission was interested.
C. April C. reported that there is a possible Certificate of Appropriateness
application coming before the commission for new home construction on a
vacant lot located at 1509 Blaine.
D. Brian. B reported that Katie Phillips the code Enforcement official is now full
time along with a summer intern Emily Hatch helping Katie P. Brian B. further
stated that on Fridays he has code enforcement looking for yard sales in the
Historic District and on some of the main streets in Caldwell.
E. Chuck R. wondered about the status of the property on the corner of Linden
and Indiana and if it had been torn down. Brian B. responded yes the city
bulldozed the building, the city had given orders to the property owner to
bulldoze the property within 90 days or if not then the city would bulldoze the
building and lien the property.
F. De Etta E. expressed her appreciation for the complete and thoroughness of
the Certificate of Appropriateness application submitted by the Gunderson.
G. Chuck R. and some of the commissioners gave a list of properties for the
commission to go and take a look at for a variety of reasons:1417

1504 Blaine; 1210-1208 Everett;1521 Cleveland; 1513 & 1509 Blaine; 201n &

Fillmore; 20'' & Everett; and 18 to & Cleveland. Brian B. confirmed with the
commission the items that need code Enforcem ent to review are: the water
boxes in front of the Presidents home; 1513 Blaine; Mead & Arlington.
