1. Request for additional pedestrian Crossings at Brothers Park— Unknown Caller to
Susan Miller
message was left with Susan in the Mayors office requesting additional pedestrian
Crossings at Brothers Park. The Parr is heavily used year round and especially during Soccer
season. The concern is that people corning out of the roundabout are going to fast by the time
they reach Brothers Park and are not stopping for pedestrians making it difficult for them to
cross.
TC's concern is that too many crossings can be more dangerous than no crossings. There is
currently a crossing at the YMCA and multiple crossings at Caldwell High School. Officer
Doug Winfield suggested rather than adding-more crossings to install a safety Island for
pedestrians at the existing crossing at the YMCA.
The motion was made and Traffic Commission agreed unanimously to have Engineering
design a Ped Refugee Island. Gordon will then review it to insure it works s with snow
removal and regular street maintenance. Dace a plan design is agreed on by Engineering and
the Street dept. the Street department will construct the island.
Action; Engineering and Street will work together to design, develop and implement ment a
P d Refugee Island at the existing YMCA Crossing.
2. Request crosswalk with ramps and look at the option of minimizing on-street parking
on Elm Street-Wayne Tueness, the Facilities Operator of the hospital—Robb
Robb met on site with Wayne Tucl ness,'the Facilities Operator of the hospital, and Wayne
went over 2 concerns they have at the corner of Elm and Fairview. They would life to acid a
crosswalk with ramps and look at the option of minimizing the on-street parking on Elm.
Minimizing the on-street parking n Elm has been discussed before and one side of Elm is
currently designated as no parking.
The motion was made and Traffic Commission agreed unanimously to implement the cross
walks but not further remove parking on Elm.
Action: Gordon—work with Engineering to implement cross walks.
Robb—Will communicate the decision of the TC to Wayne Tuckness.
3. Request Mile Markers on the Greenbelt system. —Brian Billingsley,I y n Bauscher
It is suggested that there is a need for position mile markers on the green belt so that people
can be located easily and quickly by emergency services. The markers could be painted on
the path itself every 1 01h of a mile or r signs could be crected at some interval. Ryan
I aus her is an Eagle Scout and would appreciate if the TC would discuss the need and how
the project night best be met by the leadership of are Eagle Scout candidate.
TC agreed there is a need for such a project-aril brainstormed the following ideas
Place original markers ever 1 mile
Design markers to be least susceptible to vandalism, i.e. carved posts rather than signs
0 A designation scheme that would identify the particular loop i.e.
• R=River Loop - Greenbelt
• P::--Pond loop—Greenbelt
• Y` YMCA path
* Face markers in both directions rather than facing the path so it may be seen from
distance in both directions
The idea was well received by the TC and encouraged by those representing emergency
services.
It was agreed that for the project to be beneficial to pedestrians and emergency services that
there would need to be a working number scheme and a good neap with a legend on it
The motion was made and Traffic Commission agreed unanimously to have Eagle Scout
Ryan Bauscher create a proposal and submit it to the TC at the October meeting.
Action: Brian Billingsly will communicate the TC's decision to Ryan and share with
hire the above suggestions.

3. Leff Turn Green Arrow at 10"' & Linden—Cost Estimate requested Aug 201
- In an effort to elevate frustration to drivers until a Left Turn Green Arrow can be
budgeted and installed it is requested that the timing and calibration of the
existing signal be adjusted so the North/South green lights are longer in duration.
Action: Robb will ask Jared in Engineering to check the timing and the calibration of
timing of this signal and to increase the "green time" North & South.
