Meeting Minutes (08/26/14

Meeting called to order 10:04a m.
Past Minutes: Motion Anita Wilson, Second/Kerr Wien to approve minutes fiom.June 23, 2014
and July 22, 2014 meeting.
Old Business
In continuing to consider Goals for Health and Wellness Promise:
*Parents and children will be educated on nutrition and healthy food options.
*Children and young adults will have access to healthy food, active lifestyle choices and
Protection against Preventable diseases.
1. Garden Projects:
a. YMCA has a garden project in collaboration with the City and the new park t
their facility. There are 14 beds available. Because of the late start, only 4 beds
are in use; the goal is to fill all the beds by late spring next summer. The Y has a
master gardener curriculum produced by Canyon County Extension, and is open
to partnerships with the local schools and other groups for efficient use of the
garden. The schools have a gardening/agricultural element in their curriculum m so
more discussion between the schools and the YMCA will follow.
b. Caldwell Recreation has -H classes for faster Gardeners. There was
community garden for a time,but not now. They are meeting with a local church
that has offered irrigated land for use in this training or for a community garden.
e. The Disabled Veterans Carden project is moving forward. There is an archway
into the gardens that will leas been approved, and they are planning to have the
beds fully planted in the spring. The Board of Realtors,who has undettaken the
project, is in need of more partners to work with them on all the aspects of
making this work for the good of all.
2. Lunch Programs and Vending Machines:
. Wonderful salad bars in plane in school cafeterias, and bids are making use of
therm. Offerings lower on the nutrition scale are no longer being offered because
of new requirements. Vicki Blankenship in charge of the school lunch Program
for Caldwell School District. Vending machine offerings now have to meet the
lunch food nutrition requirements as well. There doesn't seem to be any
complaining, but it may be too early to tell.
. Shane brought up that the Whole Foods Corp has a grant program to fiend
community gardens for elementary schools.
c. All of the Vallivue elementary schools have Jr Raster Gardener classes as part of
their curriculums, and one of the schools (Wilson Elementary)used to have a
greenhouse.
3. City Recreation Department
a. Collette Sanders reported on the potential involvement with Treasure valley
"Unplugged"program such as family greenbelt walk/bike ride with science
teacher alongside for educational opportunities; fishing poles loaned by Fish and
Game for fishing day at rotary Ponds; and some type of Golf Pro program for
the week. Other possibilities are being explored as well.
b. Rotary fishing day is in May each year, before school lets out.
. Caldwell Recreation is always looking for volunteers to teach classes for kids or
adults. Current activity calendar is on the website.
d. Collette/Ken/Liz reported on the new PAL center. Rob Roberts of R&M Steel
donated the 7000 s l ft building. Blueprints are in the works, and they are hoping
to break ground as soon as next spring. Location is next to the city pool and
adj ac nt to the tennis courts. There will be outdoor basketball and volleyball
courts,recreation programs and activities on the main floor, with PAL boxing
upstairs. The CPD bike patrol office will be located here as well.
4. SVVIDH and Planing and Zoning
a. Marisa outlined the progress made so far in the"Let's Move"program for city
da cares. Right now it is a voluntary program with +7 centers in Caldwell
enrolled. At this time, the workshops for training are in Boise-2 full-day
workshops with Cv credit. Eventually training will be available on-line.
Training covers nutrition, exercise, outdoor activities, etc.
b. Although Boise is planning changes to their licensing re quirements,the finances
for additional staff to make this happen in Caldwell are not available, so the
program will probably remain voluntary. The plan is to enforce with positive
reinforcement businesses promoted as a"Let's Move"daycare on the city
ebsite, kudos for those centers doing well. Providers need to feel confident and
capable and this training does a great job there.
c. Jarom brought up that Health and Welfare does a walk-through all homes
providing daycare. At that time,the voluntary program information for training
of daycare providers could be given to theca (brochure possibly). Bottom line is
that if we start youngsters off right away with Healthy practices,they will carry
theca with them as they get older.
d. SWISH and City Staff will continue to address possible text amendments to the
City Code for the daycare issues.
5. Health Fair
Debbie reported that during the recent P-16 group meeting, a health fair proj ect
already in progress was identified as meeting one of our own committee goals.
Jim and Sharon Porter from Love Caldivell presented information. A group of
pastors of local churches (Love Ca ii)e have been meeting to discuss ways to
work together for the good of Caldwell residents—especially th poor. They are
organizing a Compassion Clinic on October 25 at Canyon Springs High School.
This clinic will address medical needs Iawna Laird will coordinate with then
for the medical screenings needed and the follow-up required), dental needs,
veterinary care, and other activities considered a `luxury' by those with limited
resources. Love Caldwell is in need of 300 volunteers to make this happen.
They are coordinating with the School Districts, SW Hl , and Terry Reilly
Health Services to get the word out, and are hoping to Hulce this an annual event.
Steven Jerkins and Ron Bonneau will also coordinate with them to help out
and/or to provide a volunteer pool. Contact info:

6. Bilges and Pathways Committee (Brian Billingsley)
a. Repaving of the Greenbelt has been in progress for 2 years;the committee expects to
be finishing up next year. Repaved paths are now 10 feet wide, making there more
appropriate for biking and walking both.
b. Distance narking on the paths is in the works. The plan to is use part and stencils
to mark every Soo feet.
c. Future expansion of the Greenbelt:
1. Extend from YMCA to Heritage Charter School.
2. Extend Indian Creep path to Centennial Park.
3. Extend to Curtis Park. The most expensive part will be the bridges needed to
do the Curtis Park extension.
d. The YMP Committee is asking school representatives if it is possible to put up distance
signs at the school tracks so the community that uses those track can beep track of how
far they are going. Not all tracks are 'A mile in distance.
e. Don't forget about like helmet availability at the Indian Creek Festival on Sept
13th. 160 bike helmets available in the morning look for the booth.
f. Debbie asked if the Bikes and Pathways Committee would be interested in the
possibility of organizing "Wally with the Mayor"r" e ents r gram to promote healthy
exercise throughout the city. Brian will report back on this potential program.
7. Youth Forum Progress:
a. Playf ir is coming and will provide the same speaker as last year Geo .
b. T-shirts have been ordered and should be here within the next 10 days.
c. Brandy from C SSA came to the meeting. C SSA and Canyon Springs will
transport and be with their students, and both schools will team up at the end of
the day for the closing session.
d. CHS will Provide the stage and will brim it to The College of Idaho the night
before the Forum.
e. Angie will send a reminder/follow-up email to all participating students the week
before the Forum to keep building enthusiasm for wb is coining.
Bon Appetit will provide the lunch;the count we have given them is 75. Joke

topic: `what are the benefits of being not being a bystander'. During the last 10
minutes of the lurch hour @ 10:50), video will be played(The Bullying
Experiment), then students will immediately depart for the amphitheater for the
team building exercise. Students will generate scenarios in response to the issues
brought up by the videos. Josh, his team, and the mentors will coordinate/direct
this activity after the lunch hour video.
g. VHS will provide bussing; they will stop at CHS to pick yap these students as
well.
h. Anita and Angie will tale pictures; Angie will post on the Caldwell Youth Forum
and Youth Raster Plan face book pages after the event.
i. Ron needs edited version of video. Scott will provide it.
j. After much discussion, the schedule was changed to give more time for the
closing session; all events after lunch are now in half-hour increments. See the
attached proposed schedule change for more information.
1 . Registration packets will include resource information fi-om.the C.P , SW H ,
smoking cessation materials, and a few announcements of upcoming events the
Compassion Clinic on Oct 25"', and the Indian Creek Festival on Sep 13th for
sure.
1. Angie will contact Justin with the Idaho Press Tribune, and Jordan Rodriguez
with The College of Idaho Communications Dept and give them information on
the evert.
. City Clerk will provide easels and foam Boards to facilitate the breakout groups
and the closing session. Caxton Printing is providing large paper pads and post-it
rote pads for these sessions as well.

Meeting was adjourned at 12:0 noon. Next meeting will be Tuesday September 23, 2014 at
1 fl:ooam in the Caldwell Police]department Community room.
