SPECIAL MEETING
BUDGET WORKSHOP SESSION
July 30, 2014
6:00 P.M.
City Council members present: Mayor Nancolas, Blacker, Hopper, Callsen, Pollard, and Biggers. Council
Member Ozuna arrived at 7:30 p.m.
Staff members present: Fire Chief Mark Wendelsdorf, ElJay Waite, Brian Billingsley, Police Chief Chris
Allgood, Frank Wyant, and Monica Jones. John Watson and Zach Wagoner arrived at 6:55 p.m.
(DISCUSSION ITEMS – PROPOSED FEE INCREASES)
ElJay Waite presented the proposed fee increases.
Chief Wendelsdorf clarified the fire plans review fees and the fire inspection fees.
Brent Orton explained fee increases for water usage.
(DISCUSSION ITEMS – FIRE DEPARTMENT)
Chief Wendelsdorf presented the Fire Department budget.
(DISCUSSION ITEMS – GENERAL FUND)
ElJay Waite presented the General Fund budget and the General Fund revenue.
ElJay Waite presented the Recreation Department budget.
ElJay Waite presented the Canyon County Animal Shelter contract.
(DISCUSSION ITEMS – PARKS & RECREATION DEPARTMENT)
Discussion was held about moving Parks to the Recreation fund which takes approximately
$576,000 out of General Fund.
(DISCUSSION ITEMS – GOLF)
John Watson and Zach Wagoner presented ideas about promoting Purple Sage Golf Course.
Discussion was held concerning the Golf Department requesting a loan from the General Fund to
pay for equipment
Discussion was held concerning discounted golf passes.
(DISCUSSION ITEMS – HUMAN RESOURCES)
Monica Jones presented proposed pay scale adjustments for police and regular employees, which
will be presented for an effective date of January 2015.
Monica Jones informed Council of the renewal documents for Regence, BPA, and Benefits
Manager, which will be executed by the Employee Benefit Trustees.
No decisions were made and no action was taken at this workshop.
