May 1, 2014
Members Present: Larry Blackburn; Bonny Smith; Melissa Stringfield; Lacey Welt, Library Director;
Shannon Ozuna, City Council Liaison;
Members Absent: David Beverly; Joey Palmer;
Visitors Present: Steve Maughan; Chuck Randolph;
Meeting called to order at 6:40 p.m.
1. Presentation from Steve Maughan and Chuck Randolph (12 minutes) from the Historic
Preservation Commission (HPC). They appreciate the space given in the library for the HPC
materials and want to maintain presence in the community. Various important collections
include the Sand and Fire Maps, City Directories, Oral Histories (transcriptions) of founding
community members, official Club notebooks and archives, photographs (picture files —some on
the C of I campus), HPC surveys (grants, historical areas, etc.). A working session with the HPC
and the Library Board will be scheduled to update working relationship.
2. VOTED— Approved: Motion to approve the General Ledger report and bills for April 2014.

3. REPORT: Larry Blackburn reported that specific board members will act as a liaison with Lacey
Welt, Library Director as specified:
a. Larry Blackburn, Chair
b. Bonny Smith, Children's Department issues
c. Melissa Stringfield, Strategic Planning issues
d. David Beverly, Financial issues
e. Joey Palmer, Connections with Schools issues
4. VOTED— Approved: Motion to approve the request for use of the Community Room for the
Relay for Life event. (Smith, Blackburn)
5. VOTED— Approved: Motion to approve Virginia Harness' request to use the Community Room
for a National History Day state competition winners' presentations on June 1. (Smith, Palmer)
6. ACTION ITEM: Larry Blackburn will make contact with Idaho Press Tribune to learn possibilities
for increased Library presence in the paper and announce winners of the Edible Book Contest
with a photo for publication in the IPT.
7. ACTION ITEM: Larry Blackburn, Lacey Welt, and other board members who are available will
attend the City Council Meeting on May 19 to present plans to the Council for the Children's
Department renovation.
