Meeting of January 21, 2014 @ 7:00 P.M.
Caldwell Airport Hubler Terminal — Community Room
I. Call to Order. Chairperson Buckendorf called the meeting to order at 7:00 p.m.
Members Present. Ann Manning, Bill Buckendorf, Bill Gigray III and Nick
Molenaar.
Members Absent. Cindy Grover, Mark Pemble and Paul Mann.
Others Present. Brian Billingsley, Planning &. Zoning Director; April Cabello,
Planning Technician
Others Absent. Ricardo Calderon, Associate Engineer; Rob Hopper, CC Liaison;
and Brent Orton, Public Works Director.
II.. Review and Approval of the Agenda.
Brian B. made the motion to amend the agenda to include:
Item B. under new business Potential Eminent Domain Legislation.
Item C. under new business Election of Chair and Vice- Chair.
MOTION: Bill G., SECOND: Bill B., MOTION PASSED.
III. Approval of Minutes.
A. The minutes of November 19, 2013 were presented to the committee.
Motion to approve the minutes of November 19, 2013 with corrections.
MOTION: Bill G., SECOND: Nick M., MOTION PASSED.
IV. Audience Participation. None.
V. Communications. None.
VI. Old Business.
A. Fund Balance Update. Brian B. reported that the fund balance stands the
same at $38,000.00.
B. Family Values Park and Pathway Update. Continued to March 18, 2014.

C. Facts. Bill G. reported that the Foundation for Ada County Trail Systems
would make a presentation to the Compass Board on January 27, 2014 to
request the members of Compass to consider a joint powers board for
facilitating acquisition development, maintenance and operation of non -
motorized pathways and trails throughout Canyon and Ada County.
D. Caldwell /Nampa Bike Route. Brian B. reported that they have had four
meetings in the last six months focusing on a route on each side of the
freeway. Brian B. reviewed the possible routes and discussed possible bike
lanes along Cleveland Boulevard but the request must come from the City
Councils of Nampa and Caldwell. Brian B. asked the PBR committee for a
recommendation to the Caldwell City Council for bike lanes to be place along
Cleveland Boulevard.
Bill G. made the recommendation to City Council that ITD include bike lanes
in the repaving project of Cleveland Boulevard and that they recommend to
the Nampa Committee that they do the same.
MOTION: Bill G. SECOND: Ann M., MOTION PASSED.
E. Lake Lowell Bike /Pedestrian Master Plan. Brian B. reported that the first
master plan meeting was held with the City and Highway District Officials and
that there will be a few citizens helping with the planning process. They
expect to have four or five meetings in 2014. Brian B. expects the plan will be
ready for adoption and implementation by the end of 2014. He reviewed the
study area and the possible routes and shared that Susan Law, a planning
consultant from Seattle, was hired to work on the master plan.
VII. New Business.
A. 2014 Community Pride Day. Brian B. stated that Saturday, April 26, 2014 is
Community Pride Day and Jarom Wagoner, the Senior Planner, has agreed
to be the coordinator. Brian B. recommended to the PBR committee when
they are out riding their bikes, jogging or walking and they see something that
needs some attention, contact him and he will put it on the list. Brian B. also
suggested installing map boards for Bike Route #1 if they are complete.
B. Potential Eminent Domain Legislation. Brian B. reported during the
previous two legislative session there was an attempt to adopt legislation that
would prohibit cities and counties from using eminent domain for pathways
and it failed both times. Brian B. asked the PBR committee for a vote
recommending that such a legislation NOT BE passed this year. He stated
he would prepare a letter of opposition if the legislation is being brought back .
this year.
Bill G. made the motion in the event legislation is proposed in the Idaho
Legislature that would restrict the authority of cities or any other government
entity to use eminent domain authority to condemn for non - motorized path
ways /pedestrian ways, that the Caldwell City Council would give the
Pathways and Bike Routes Committee, through the approval of the mayor,

authority to draft letters and make statements in opposition of such legislation
to the legislature.
MOTION: Bill G. SECOND: Ann M., MOTION PASSED.
C. Election of Officers 2014 - Chair and Vice - Chair.
Bill G. nominated Ann Manning as Chair.
MOTION: Bill G., SECOND: Bill B., MOTION PASSED.
Bill G. nominated Cindy G. as Vice- Chair.
MOTION: Bill G., SECOND: Nick M., MOTION PASSED.
VIII. Committee and Staff Reports. None.
IX. Adjourn. Meeting adjourned at approximately 7:45 p.m.
