MINUTES
Present: Debbie Geyer, Shannon Ozuna, Ron Bonneau, Julie Yamamoto, Nancy Shelstad, Ken Wien, and
Joyce Davis.
Absent: Liz Godina, Kent Noethe, Andy Cater, Donna Shines, and Anita Wilson.
Guest: Mayor Nancolas.
Agenda:
MOTION /Wien, SECOND /Yamamoto to approve the agenda as presented. MSC
Past Minutes:
MOTION / Ozuna, SECOND /Davis to approve the minutes of September 24, 2013 as presented. MSC
Special Presentation:
Mayor Nancolas presented information from the National League of Cities Conference concerning a
financial program for citizens within local communities entitled, "Bank on Cities." He reported that San
Francisco implemented the program and provided an incentive program for third graders to begin a
savings account for the specific purpose of education.
The program has since been implemented in other cities throughout the nation with a great level of
success. The "Bank On" program involves local partnerships among city officials, financial institutions
and community -based organizations working together to better serve unbanked and under banked
residents. The initiatives create pathways to safe, affordable financial programs including low or no -cost
checking and savings accounts. The program targets residents to achieve and maintain financial
stability.
The Mayor requested that the Youth Master Plan Committee review the toolkit, which was provided at
the conference, and consider its implementation within Caldwell.
It was determined that Debbie would order more toolkits from NLC for further research to be conducted
by the committee members.
Campaign — Education & Workforce Readiness:
• Discussion held on options for a combined career fair on April 16, 2014 for Vallivue and Caldwell
High Schools.
Debbie reported that she had contacted Mark Davis at the O'Connor Field House concerning use of the
facility for a potential career fair. Mark Davis has pleased a hold on the date. A request must be of City
Council to waive the rental fees of the facility.
Julie Yamamoto reported that the career fairs were conducted separately in the afternoons at both high
schools in the past after the ACT testing. Vallivue included 9 -12 grades to attend the career fair last
year.
Concerns Expressed:
• Would the amount of students (approximately 3,400 students) be too large for an effective job fair
at O'Connor for both schools to attend? How could we phase the attendance?
• How could a "hands on" event be conducted to engage the students with potential career
opportunities at O'Connor?
• Is it possible to have "mentors" (college- age students) to be available to relate to the students in
attendance?
• Transportation of the Vailivue and Caldwell students to the event. Cost? Partnerships with Brown
Bus Company and Caldwell Transportation?
• Would it be more effective to have the underclassmen attend O'Connor in the morning and then the
Junior & Seniors in the afternoon?
• How do we involve the upperclassmen to have the "campus experience" such as the location of The
College of Idaho?
• Is it possible to have colleges, military, technical colleges, community colleges, core companies from
the area, graphic and art element learning centers in attendance?

Consideration was given to splitting the career fair of underclassmen at O'Connor in the morning.
Consideration was given to holding the career fair along at O'Connor with a portion of the students
having a "campus experience" at The College of Idaho as well. Ron will research this possibility with
College of Idaho administration.
Assignments:
1) Ron Bonneau to report back on College of Idaho location possibility in January.
2) Debbie to contact Brown Bus and Caldwell Transportation about shuttle bus partnership
possibility and report back in January.
3) Julie to contact Anita and counselors from both schools and begin a list of potential vendors to
attend the career fair and report back in January.
Campaign — Community Involvement:
• Discuss goal: Implement a polling system for youth to weigh in on youth related issues.
It was recommended that this item be continued to the next meeting.
Approval of Youth Master Plan Committee Calendar for 2014:
MOTION /Wien, SECOND /Davis to approve the 2014 calendar as presented. MSC
