Chairman Bob McGee called the meeting to order at 12:01 PM.
Minutes of December 2013 Airport Commission Meeting
Motion was made and seconded to accept the December 2013 Minutes. Motion
passed.
2. Airport Improvement Program — Toby Epler /Rob Oates
Toby Epler reported they are gearing up for the 2014 design -only project for the
west general aviation apron, with construction of the same scheduled for the 2015
AIP. The project will be either re- pavement of the apron, full -depth reconstruction,
or some combination thereof, dependent upon the results from core sampling.
Rob Oates reported that the Wildlife Hazard Assessment (AIP 26) is going
forward. The biologist was on the airport for two different sessions in December,
gathering wildlife data. No reports have come in as yet. The Commission will be
updated should any new information come in regarding the assessment.
In response to a question, Rob stated that most likely this process would result in
suggestions for handling any wildlife hazards identified.
3. Canal Relocation Update -- Brent Orton
Mr. Orton was unable to be at the meeting. Rob Oates stated that there is no new
information to report.
4. Buildable Lots Update — Rob Oates
There has been no new movement on paperwork for new building.
5. [Committee Report: — Rob Oates /Barry Everett, Jr.] (Meeting 1- 16 -14)
Since there is a sub - committee meeting on the 16' of this month, there will be
more to report next month.

6. Security Project — Rob Oates
Rob Oates reported that they are moving forward on the equipment needed for the
hangars. He stated that the hardware portion of this project is fairly straight
forward, as well as the trigger mechanism for setting off the alarms. The more
challenging piece is the method of disseminating the picture to the hangar owner.
This involves software, which is being worked on at present, with some progress.
Efforts are being made to provide the necessary components at a much lower
price point than is already available commercially.
7. Courtesy Car Program Update — Rob Oates
Rob reported that he received word that we are clear to move forward on this
project from the risk management point of view. He stated we will use a model
used by the state program, requesting information from the user regarding their
insurance, which would be the primary insurance on the use of the courtesy car.
When we are ready to implement the program, the availability of a courtesy car will
be published.
8. Airport Engineer Selection Process — Rob Oates
We will be placing advertisements /announcements regarding the availability of
RFQ's for the new contract for airport engineering services. These will soon be
published in the newspapers of record, Idaho Statesman and Idaho Press Tribune.
Rob explained how the selection sub - committee will function. The final selection
and awarding of the contract will go to the Mayor and City Council.
Rob announced that a sub - committee would be formed to evaluate the applicants.
Barry Everett, Jr. and Marty Koch volunteered for this sub - committee. Rob Oates
and Terrence Biggers, as the City Council liaison, will also participate on this
committee.
9. Announcements — Rob Oates
• Intermountain Gas installed an additional gas line to the Hubler Terminal,
connecting from Aviation Way along Linden Street. This will provide a
redundant path to reach customers to this line, should there be an issue
with the current path. This also helps to equalize pressure.
Barry Everett Jr. asked if there were plans in the future for gas hookups on
the west side of the airport. Rob Oates stated that the problem is the cost
and the relatively few tenants who have expressed interest. Those that
have expressed interest are few and dispersed, and they would have to
bear the cost per foot of bringing the line in.
As happened last year, frost -heave has again made it impossible to open
the double front doors on the east end of Hubler Terminal. The solution
would be to remove the concrete, correct the sub -base problems and re-
pour the concrete. It had been hoped that this could be done when other
sidewalks are poured once the canal has been moved. However, this may
have to be done sooner, as a separate project.

The rotating beacon has been out of service for several days, and a
NOTAM is current at this point. Rob is working with a contractor to repair
the electrical problem, if it is repairable. The beacon is a vintage World War
II beacon. Toby Epler stated that a new one would cost about $14,000, but
it is possible that it could be included in the 2014 AIP if replacement is
necessary.
• Effective January 1 st, airport tenants' insurance certificate policies will no
longer be required to list the City of Caldwell as additionally insured. A
newsletter will go out soon announcing this change in requirements.
However, an insurance certificate will still need to be supplied annually.
• Regarding the two openings on the Airport Commission, the two
applications, which were submitted shortly after the announcement for
applicants was made in the newsletter, have been submitted to the Mayor
for appointment and City Council approval. This item has been placed on
the City Council Agenda for January 6 ".
• Vice Chairman Phil Fouts thanked retiring Airport Commission member Bob
McGee for his service. Rob Oates announced that a formal recognition of
Bob McGee for over thirty years of service on the Airport Commission will
occur at the Caldwell City Council meeting at 7 pm on Monday, January 6 1 ",
2014.
The meeting was adjourned at 1:11 PM.
