CONSENT CALENDAR: 1.Approve acceptance of the minutes of the Caldwell City Council Meeting held on November 4, 2013; the Caldwell Traffic Commission Meeting held on November 6, 2013; the Caldwell Industrial Airport Commission Meeting held on November 7, 2013; the Caldwell Golf Board Meeting held on August 21, 2013; 2.Approve Order of Decision for Case No. ANN-02-13 (Al Russell Annexation); 3.Approve Resolution accepting a Quitclaim Deed for right-of-way from the State of Idaho st Transportation Board for a retention pond for Franklin Road and 21 Avenue stormwater; 4.Approve Resolution accepting the Warranty Deed for real property located at 1101 Cleveland Boulevard known as the Carnegie Library; 5.Approve Resolution authorizing the execution of an Events Concession Agreement with Macabi, Inc., for the Caldwell Events Center effective January 1, 2014; 6.Approve Resolution authorizing the execution of the Cooperative Agreement with Valley Regional Transit for annual dues in the amount of $127,900 in support of transportation services; 7.Approve Resolution authorizing the execution of the Agreement with the Vallivue School District No. 139 for the School Resource Officer Program; 8.Approve request from the CCOA-Aging, Weatherization & Human Services Agency to waive the rental fee for the Caldwell Train Depot for their staff and volunteer Christmas party on December 13,2013; 9.Approve the job description for Deputy Treasurer and authorize the advertising for this position. OLD BUSINESS: 1.CONTINUED - Public Hearing (Quasi-judicial): Case No. SUB-03(P)-13 a request by JRL Properties and Kent Brown for preliminary plat approval of Crown Point Subdivision consisting of five (5) commercial lots in a C-4 Freeway Commercial zone located on the east side of Aviation Way, . (It has been requested by the applicant that this approximately 1,200 feet south of Franklin Road item be continued to the City Council Meeting to be held on December 16, 2013.) 2.CONTINUED - Consider Bill No. 30, (Ordinance No. 2950) to amend portions of Chapter 8 of the Caldwell City Code concerning the Animal Control Ordinance with a request to waive the rules, pass on the first reading, and approve the summary for publication. 3.CONTINUED - Consider Bill No. 29, (Ordinance No. 2949) to create L.I.D. 10-3 for the purpose of connection fees for sewer and water with a request to waive the rules, pass on the first reading, and approve the summary for publication. NEW BUSINESS: 1.Consider Bill No. 21 (Ordinance No. 2942) for ANN-02-13 (Al Russell Annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 2.Consider Bill No. 32 (Ordinance No. 2952) for annexation of Parcel No. R3496100000 (AKA: Rotary Pond) into the Caldwell Municipal Irrigation District with a request to waive the rules and pass on the first reading. 3.Consider Bill No. 31 (Ordinance No. 2951) for text amendments to the Caldwell Building Code, effective January 1, 2014 with a request to waive the rules, pass on the first reading, and approve the summary for publication. 4.Consider acceptance of the canvass of votes provided by the Canyon County Commissioners and the Canyon County Clerk for the Caldwell City Election held on November 5, 2013. 5.Financial and Human Resource Report. 6.Council Reports. 7. 8.Adjourn.
