HomeMy WebLinkAbout2013-10-07-2013 TRAFFIC COMMISSIONAPPROVED Caldwell Traffic Commission (TC)Minutes October 7.2013 10:15 a.m. Present:Brent Orton,Brian Billingsley.Robb MacDonald,Chief Chris Aligood, Secretary:Tammy Frans ♦MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right-of-Way) *TC (Traffic Commission) Old Business 1.Vallivue High School speed limit and crosswalks -Brian Brian and Robb met with the Principal of Vallivue High School to review the plan and discuss cost sharing.The time of the meeting was helpful as students were out of classes and coming and going in the area being observed.The Principal suggested to remove the parking on Homedale Road and that there was ample parking on the school site for school functions and over flow could use Montana Ave.The location of the cross walk was agreeable to the Principle with both of them being on the East side of the drive ways on the South side of Homedale. Also suggested was the addition of Hashing beacons,similar to the ones on 10lh street near Jefferson Junior High school,or delineators in the road.The Principal was very receptive to the proposed striping plan.It was also suggested flashing beacons be installed at both crosswalk locations.This City suggests a cost share with the school district for the beacons and installation. The Principal is in favor of the beacons and requested a cost estimate he could take to the School Board to discuss cost sharing. A motion was made and the Traffic Commission agreed unanimously to proceed with the restriping plan as presented.In addition a bid estimate for the addition of flashing beacons at both Crosswalks will be prepared and delivered to the Principle.He will then share the information with the School Board and discuss cost sharing. **After the meeting I received the following from Chief Aligood;"I spoke with Vallivue High School SRO John Baldazo.He says that both he and the school staff agree with and support the plan to eliminate parking on Homedale road in the area of the school.John said that the school parking lot was designed to facilitate all of the parking and traffic and there is no need for people to park on Homedale. Action:Robb will provide Vallivue High School principal with an estimate of cost for flashing beacon lights at both crosswalks. 2.Owyhee Village Subdivision -on War Eagle Rd.between Laster Lane and Homedale Rd. Speeding Problem. Glen Messecar Engineering will perform a speed study and report back with results.Item will be carried over to November mtg. Action:Robb will request a speed study be performed on War Eagle Rd.between Laster Lane and Homedale Rd. 3.Request to add,or relocate,crosswalk on Indiana in front of CHS -A motion was made and the Traffic Commission agreed unanimously to refer this item to the next monthly meeting with the School District to get their input. **After the meeting Brian contacted the school district and this item has been placed on the agenda for the Oct.23rd meeting to be held at Caldwell High School. Action:Brian will add item to next meeting agenda with the school district on Oct.23rd. 4.Caldwell Youth Ranch Driveway on to S.Georgia -Kuykendall-Carry to November agenda Action:Robb and Brent will visit the Youth Ranch with suggested changes. New Business 1.Request crosswalk enhancements at Jefferson Charter School -Robb Russ,representing Jefferson Charter School,called to request a meeting to discuss pedestrian safety concerns at the school.Robb met with Russ on site at the corner of Skyway Drive and Smith Avenue.The following items were requested; •Red curb painting around the inside corner of the Thomas Jefferson Way and Adam Smith Ave intersection and 30'+/- to the east and south •Red curbing on the south side of Thomas Jefferson Way from the cross walk crossing the schools driveway towards the west about 30'+/- •3 portable in-street school zone pedestrian crossing signs •Typical school zone signage placed on both Thomas Jefferson Way &Adam Smith Ave. •A new crosswalk crossing Thomas Jefferson Way and connecting to the existing crosswalk that crosses TJCS's driveway entrance. Estimated cost is $1,200 A motion was made and the Traffic Commission agreed unanimously to proceed with the suggested safety enhancements. Action:Gordon will schedule suggested changes to be implemented by the Street Dept.per the drawing provided by Engineering 2.Speeding Requests The CPD has communication channels in place to receive,track and handle speeding complaints and requests for the radar trailer in an efficient manner.They are: •CaldwellPDTrafTic@ci.caldwell.id.us •Twitter account @CPDTraffic Future speeding complaints and requests for the speed wagon should be directed to one of the above rather than to the Traffic Commission.If additional action is required,Chief Allgood will bring it to the Traffic Commission for discussion. Additional discussion: Resource/Weather Pending Business:- 1.Heritage Charter School restriping of road for left turn lane.Add a patch of asphalt to the North side of Ustick road from Heritage Charter driveway east for 245'taper. 2.School Crossing and Speed study on 10th 3.Homedale and Indiana Avenue intersection -Roundabout/re-design. (CHD4 will design this year and implement in 2014) 4.Ladder Style Cross-walks at major intersections.
