HomeMy WebLinkAbout09-09-2013 TRAFFIC COMMISSIONCaldwell Traffic Commission (TC) Minutes September 9, 2013 10:15 a.m. Present: Brent Orton, Brian Billingsley, Robb MacDonald, Chief Mark Wendelsdorf, Chief Chris Allgood, Brian Billingsley, Gordon Reed Secretary: Tammy Frans *MUTCD (Manual on Uniform Traffic Control Devices) *ROW (Right -of -Way) *TC (Traffic Commission) Old Business 1. Vallivue High School speed limit and crosswalks --- Brian Robb shared the High School Striping plan created by Engineering. It shows two crosswalks on Homedale road, one from school property across to the east side of Chantilly Street and a second from school property to the east end of the Southpark strip mall. Brian and Robb will meet with the District Superintendant and Vallivue High School president to review the plan and discuss cost sharing. Also suggested was the addition of flashing beacons, similar to the ones on 10' street near Jefferson Junior High school, or delineators in the road. A motion was made and the Traffic Commission agreed unanimously to approve the drawing presented pending the school agreed participation and cost share of 50 %. Action: Brian and Robb will meet with the District Superintendant and Vallivue High School president to review the plan and discuss cost sharing. New Business 1. Aspen Subdivision — McLaughlin Drive. Speeding Problem. Mike Alldredge Brian spoke with this gentleman. He requested speed bumps. Brian explained speed bumps are not permitted in the City and explained the reasons why. A motion was made and the Traffic Commission agreed unanimously to set up the speed wagon on'McLaughlin. Action: Chief Allgood will request the Speed Wagon be placed on McLaughlin for a period of time. 2. Owyhee Village Subdivision — on War Eagle Rd. between Laster Lane and Homedale Rd. Speeding Problem. Glen Messecar Mr. Messecar complained of speeding and requested 20mph signs be placed on War Eagle since it is a long road. Traffic Commission thought it better to first perform a speed study to determine the 60% median. A motion was made and the Traffic Commission agreed unanimously to have Engineering perform a speed study and report back with results. Action: Robb will request a speed study be performed on War Eagle Rd. between Laster Lane and Homedale Rd. 3. Request to add, or relocate, crosswalk on Indiana in front of CHS — Jim Alpaugh Mr. Alpaugh walks daily on South Indiana by the Caldwell High School. It has been his observation that there is a strong need for a cross -walk where Larch Street intersects with Indiana Ave. According to Mr. Alpaugh, this is where the majority of students walking to the high school cross. He also describes Larch Street as the "main drag" from Montana Ave. The combination creates a high volume of pedestrians and vehicles at the beginning and the end of a school day. Mr Alpaugh also observed that in the evenings and weekends this is where people cross to go to the Soccer.fields and Brothers park. Mr Alpaugh would like to see an additional cross walk added at this location or suggests relocating the existing crosswalk from Fairoaks Street to Larch Street. A motion was made and the Traffic Commission agreed unanimously to have Brian & Robb make a site visits during the times of day indicated by Mr. Alpaugh and report back to the Commission next month. This item will be continued to the November agenda. Action- Robb and Brian will make site visits and report back at the November meeting. 4. Caldwell Youth Ranch Driveway on to S. Georgia -- Kuykendall Mr. Kuykendall request changes are made to the Youth Ranch driveway opening onto Georgia Street. The driveway is located approximately 19 feet from the corner of Cleveland Blvd. and S. Georgia. He has witnessed frequent near misses and was recently in an accident on his motorcycle when a car pulled out of the driveway into his path as he came off the blvd onto Georgia Ave. A motion was made and the Traffic Commission agreed unanimously to have Brent & Robb approach the Youth Ranch to close the driveway on Georgia and enhance and widen the Cleveland Boulevard approach. Action: Robb and Brent will visit the Youth Ranch with suggested changes. 5. Request for Stop Sign at Spruce and Buckeye — Loosli Gordon Reed met with Mr. Loosli at the above site. Gordon suggested to the Traffic Commission that this is an appropriate place for a Stop sign. Action: Gordon will request a Stop sign be placed at the agreed location. Additional discussion: Resource/ Weather Pending Business: - 1. Heritage Charter School restriping of road for left turn lane. Add a patch of asphalt to the North side of Ustick road from Heritage Charter driveway East for 245' taper. 2. School Crossing and Speed study on 10 "' 3. Homedale and Indiana Avenue intersection — R'oundabout/ re- design. (CHD4 will design this year and implement in 2014) - 4. Ladder Style Cross -walks at major intersections.
