Request partial ROW Vacation - Leffler (Robb M.) Mr. Leffler requests the vacation of 30'of a 50' public ROW at the end of Andy Lane. The cities Force Sewer Main runs through the referenced ROW, making it is necessary to leave 20" of the public ROW. At the time of this request, Andy Lane is a Dead End and suggests no feasible through access in the future. A motion was made and approved unanimously by the Traffic Commission to approve a recommendation to vacate the 30' of ROW as requested. Action: Robb MacDonald will contact Mr. Leffler and proceed with the vacation. 2. Request for a mid -block cross walk on Homedale Road between Montana and Indiana.(Brown Bus, Brian Billingsley) Traffic Counts and field observations are complete. TC's has deep reservations with implementing mid - black crosswalks. The concern of the Traffic Commission is that data shows installing cross -walks at uncontrolled intersections create a sense of false safety in pedestrians. In addition, drivers do not anticipate mid - block crosswalks. MUTCD guidance states that "cross walks should not be used indiscriminately. An engineering study should be performed before they are installed at locations away from traffic control signals or STOP signs." The Traffic Commission would consider installing a mid -block crosswalk on the condition that the School district would participate by installing a Flashing Beacon Signal. In the interim, Traffic Commission proposes the City purchase the crosswalk sign on the condition that the school takes responsibility to maintain them as is being done on Montana at Syringa Middle School. The school would need to put them out in the mornings and take them back in each day. Action: Brent and Robb will meet with the Vallivue School District Superintendent and the High School Principal to discuss further. Additional discussion: 1. Request 4 -Way stop at Belmont and 14` Street (Hector Olvera) Mr. & Mrs. Olvera came in to request a 4 -Way stop at the above intersection. complained of particular vehicles traveling at dangerous speed in an are children frequently cross back and forth across the street. Thev First and foremost, the MUTCD standard states "Stop signs should not be used for speed control. Stop signs should be installed in a manner that minimizes the number of vehicles having to stop. This being a low traffic residential area suggests the situation would be better controlled by increasing patrols in the area for a short time. The Olvera's were also interested in obtaining information about the Neighborhood Watch Program. Action: Tammy will send correspondence to the Olvera's. Chief Allgood will arrange to have additional patrols in the area for a period of time. Resource/ Weather Pending Business: - 1. Heritage Charter School "School Zone" and restriping of road for left turn lane. Coordinate with Ustick/ Indiana Roundabout 2. School Crossing and Speed study on 1 a` 3. Homedale and Indiana Avenue intersection — Roundabout/ re- design. 4. Ladder Style Cross -walks at major intersections.
