Adjourned at 7 :40 p.m. Certified: President, Board of Directors Executive Director Director's Report April 2013 Personnel: 0 issues • NONE Administration: 8 issues • So far this year, CHA has remodeled and converted 14 masonry units into 7 new units. These conversions are extremely sought after and are very profitable. CHA will start remodeling some of the smaller units to make them more desirable. Funding permitting, CHA should convert more units throughout the year. • Vacancies are down to 20 units. We anticipate that number will decrease and we continue to process new applications. • In order for DEQ to finalize the loan documents, they needed a current property description and title insurance. That document cost approximately $5,500. It may or may not be reimbursable under loan when it is finally issued. • Because of a clerical error, all three of my water and wastewater license expired. I appeared I forgot to check a box on the renewal application. It was corrected last week and I was re- issued all of my licenses. • The satellite dishes on the apartment are getting out of hand. More and more are being installed every day. The FCC law (47 CFR 1.400; the OTARD law) gives people the rights to install "over- the -air" reception devises, but prohibits the installation of them on the roof or walls of multi- family apartment complexes, The solutions — install them on a post or pole from their patio. I will be asking the Board to approve a policy for "over- the -air" reception devices. • CHA should have a summer a summer hiring policy. • Nothing more about the rumor that CHA was closing or selling to an out -of -state investor. • CHA needs a benefactor. CHA will need to raise money (not from our current operations) over the next few years. December 31, 2028 is the witching hour. Budget / Financial: 2 issues • Our financial audit was completed this last week by Bailey and Company. There are a couple of items that .Tared said he will have to report. The first one: not enough segregation of duties for the store finances. He said there is nothing irregular with the store finances and indicated it was back on track after Cecelia re- assumed responsibility of the store. However, she controls too many of the financial functions. The second: infrequent reconciliation of the security deposit accounts. Not that anything was missing or misrepresented, but because it is too time consuming to figure out during the audit process. • Our costs are slowly starting to come under control, but expenses are still high because of the turnover and remodeling. Most of the remodeling is being paid by capital funds from the reserve account. Law Enforcement / Legal: 1 issue • CHA will have increased legal expenses as a result of the work our attorney is doing for the wastewater loan. We knew that was the case and budgeted for it this year. Housing Tenants: 2 issues • CHA would still like to consider some tenant rewards for those tenants who are timely on rent. • The Farmway Village dancers qualified to go to the national dance competition in Salt Lake. There are several different fundraisers going on, and CHA has received several donations. A confidential foundation that does not accept applications for funding heard about the dance team and sought them out. The foundation is a "pay - it- forward" foundation. Community Tenants: 3 issues • There are several events scheduled for Farmway Village this summer. There will be a tent revival by a local ministry here June 27 through the 29' Also on June 29 is a football camp sponsored by CHA and the Nampa Optimist Football program. • The tenants are still asking for a Sinco d Mayo celebration. • The Community Council of Idaho asked for a new lease agreement. They wanted it to conform to their other lease agreements. We exchanged lower rent for no maintenance cost. That agreement is ready for to be approved by the Board. Waste Water 1 Drinking Water / Irrigation Water: 2 issues • The detailed construction plans are currently being drafted for the wastewater route. We hope to sign the loan documents this month and start the construction in June. • One of our drinking water wells showed elevated levels or nitrate and radium. Nitrate is a result of the well becoming influenced by surface water. The aquifer is no longer confined. The radium is radioactivity that occurs naturally. We will have to do expensive quarterly test to make sure the problem is not getting any worse. Maintenance 1 Rehabilitation 1 Construction: 3 issues Remodeling masonry units. The maintenance staff is installing electrical pad mounts in the parks in an effort to bring electricity to the parks at Farmway Village. CHA is considering a I" Annual Housing Authority Olympics.
