Christy started the meeting by welcoming all the new members to the meeting. The
Mayor followed by welcoming the members himself and explaining to them more about
the Mayors Youth Council. The mayor spoke of our state and national recognition
through all that we have accomplished through the year.
A list was passed around to make changes to addresses and names. If you were not in
attendance at the meeting please make sure you get the list from Tom and make any
corrections to you name that need to be made.
• The mayor presented awards to some of the councils o►d members as appreciation for
such a great year. Many of the members had already received their awards and a
meeting that took place prior.
Christy introduced herself as the Chairperson for the Mayors Youth Council and had her
executive committee introduce themselves and what their roles entitle.
Christy Marroquin-Chairperson- This position is extremely demanding and is the glue
that holds the whole council together. The Chair can pretty much be classified as the
boss and the main decision maker.
Alecia Yee- Vice Chair-The position of vice follows in the steps of the Chairperson and
picks up all the loose strings. In other words the Vice Chair works with the chair to
mediate and get this accomplished.
Chris Search-Treasurer- This position deals with all the financial issues that the council
deals with. This position keeps track of all that we spend and monitors our spending.
Sara Gilmore-Historian- The historian is in charge of all public relations. This position
is also in charge of documenting the work and projects that the council does through
the year.
Stacey Clapp- Secretary- This position takes care of all the minutes and agendas for the
meetings. Anything that needs to be written up for the council can be done by this
position.

The meeting was very informational and explained the council thoroughly. The council is
structured through bylaws, which set as rules for the council members to abide by. Tom
. will be giving a copy of these bylaws to each incoming member of the council. In the
bylaws it states our meeting time as the 1 SL and 3rd Wednesday in each month. In order
to start a meeting we must establish what is called a quorum, meaning a certain amount
of voting members from each school must be present.
Tom will be sending out a packet with bylaws, names/addresses, previous minutes,
calendar, list of future activities and past accomplishments. This should help many of
the new members further their knowledge of the council and familiarize them with the
order in which we conduct meetings.
To end our meeting we discussed the upcoming meeting and the process in which we
will vote on new members. Tom would IiI�� �hosP "vho �ould like to run for a position to
let him know (must have a first and second nomination). The meeting will take place
August 1 lth at 6:00. Those who would like to run must be present. For further
questions on running for a position please contact Tom at city hall.
The meeting was adjourned with a first motion from Amanda and a second motion from
Danielle.

e next meeting of the MYAC is scheduled for August 11 at 6:00 PM. The
meeting will NOT be held in the City Hall meeting room. Due to a scheduling
conflict, the meeting will be held in the Caldwell Public Library. The Library is
located at the northeast corner of lO Ave and Dearborn (one block east of
Cleveland on lOth).
The 1 St item of business will be the selection of the voting members and alternates
(board members) for the upcoming year. Five voting members and three alternate
voting members are to be selected from each school. It is the responsibility of the
current Executive Committee (the five officers) to nominate the board members for
the next year. The proposed voting members and alternates will then be considered
� for approval by the current voting and alternate members. Each school must approve
their voting and alternate members individually.
The 2" item of business will be the election of officers for the upcoming year,
beginning September l, 2004. The five officers are 1) Chairperson, 2) Vice-
Chairperson, 3) Secretary, 4) Treasurer and S) Historian. To be eligible for holding
an office, a member must be either a voting member or an alternate.
Attached to this memo are nomination forms for the election of officers. If you have
a desire to nominate someone for office you may bring this form to the meeting or
send it to the City Hall at 621 Cleveland Blvd. Nominations can also be made at the
meeting. Any nomination must be seconded at the meeting to be valid.
Also on the agenda will be appointments to Standing and AD Hoc committees. All
members are eligible to serve on these committees.

� Caldwell — A Community of Promise!
Congratulations to the City of Caldwell and The Western Canyon Youth and
Family Coalition for your Community of Promise approval by America's Promise,
The Alliance For Youth on May 17, 2004.
By becoming a Community of Promise, Caldwell has committed to ensuring that children
and youth in this community will have access to the resources they need to succeed. The
central belief of a Community of Promise is that the development of character and
competence in a child's life is dependent on the cumulative power of the Five Promises
being fulfilled. The Five Promises that every young person needs are:
1. Ongoing Relationship with a Caring Adult
2. Safe Places with Structured Activities during non-school hours
3. A Healthy Start and a Healthy Future
4. Marketable Skills through effective Education, and
5. Opportunities to give back through Community Service.
The Western Canyon Youth and Family Coalition (WCYFC) was created in 1998 to
"strengthen youth and families in our community by providing opportunities and
activities that promote a safe and healthy environment." This coalition includes
• representation of the Caldwell Public School District, the Caldwell Library, City of
Caldwell, the Idaho Press Tribune, Region 3 of the Department of Health and Welfare,
Southwest District Health, Canyon County Juvenile Probation, Detention, Albertson's
College of Idaho, Canyon/Owyhee School Services Agency, YMCA, Youth
representatives, Salvation Army, the Ministerial Association, Idaho Migrant Council and
private local businesses. The purpose of such diverse community representation is to
connect the resources of community stakeholders to help facilitate unprecedented
collaboration to provide young people with far greater resources than they would
otherwise receive from separate, disconnected entities.
The Mayor's office has also developed and actively supported the Mayor's Youth
Advisory Council (MYAC), a nationally recognized youth council adopted by the City
Council of Caldwell in 1999 with the intent to provide the youth of Caldwell an
opportunity to voice their opinion and share a role in the decision-making of their city's
issues. This youth council has received numerous awards and grants as a result of their
community involvement and statewide mentoring activities. Some of the council's
activities and priorities include monthly service projects, helping with the restoration and
historical foundation of the Train Depot, the unveiling of Indian Creek, the design of a
master plan for the development of a 65 acre "Pipedream Park" and fundraising efforts
and site allocation for Caldwell's YMCA. A member of the MYAC sits on the WCYFC
Board.
