Mayor Nancolas called the meeting to order at 7:00 p.m. The role of the City Council was called by City Clerk Debbie Geyer with the following members present: Blacker, Ozuna, Hopper, Callsen, Pollard, and Clark. City staff members in attendance: Anne Marie Skinner and ElJay Waite Citizens in attendance: Orville Collins, Chuck Randolph, Elaine Carpenter, Jim Born, Lorene Oates, Bill Augsburger, Kathy Alder, Chuck Stout, Gloria Betancourt, Tim Rosandick, Mike Gable, Ed Doty-Pomoransky, Bob Sobba, Gina Lujack, and Petra Carver. The Mayor summarized the history of the building and reported that the Caldwell Building Official has inspected the building and prepared a report with building code requirements. He noted that the building was last occupied by the Caldwell School District for administrative offices. The Caldwell School District is currently asking for $295,000 for the facility. Approximately $140,000 in revisions would be needed to bring the building up to code. Anne Marie Skinner, 621 Cleveland Blvd., presented documentation provided by the Idaho State Historic Preservation Office concerning how to establish easements to protect historic properties and a list of other Carnegie libraries in Idaho. ElJay Waite reported on the decline of tax revenue this past year and noted that it is projected to be limited again for the next fiscal budget year per discussions with Canyon County. Public comments were received as follows: Name Address Comments Chuck Randolph 1424 Blaine Street, Caldwell He noted that the building will celebrate th its 100 anniversary in 2013. Suggested uses of the building include: electronic record annex to the Caldwell Library, community museum with a pictorial gallery, or archival storage. He recommended that the City and the Caldwell School District look at a land trade. A community task force should be put in place with an established beginning and ending date with the goal to establish ideas for its uses and possible funding sources. Elaine Carpenter 1102 Grant Street, Caldwell Suggested uses: Archive of historic documents to include cemetery documentation. Mike Gable 609 N. Midland Boulevard, Nampa Suggested uses: Family history center. Property for the library on Dearborn was obtained through a land trade with the Caldwell School District. Look for other property that could be traded with CSD. Look for grants and corporate donations to purchase and restore the building. The Canyon County Historical Society could be a non-profit partner in seeking out funding sources. It would be good to include the building within the Steunenberg Historic District. Gina Lujack 2418 Ray Avenue, Caldwell In favor of the City purchasing and preserving the building. Chuck Stout, Chairman of the Caldwell 1504 Teton Drive, Caldwell He stated that the Board of Trustees School District Trustee Board would be flexible and willing to work with the City in obtaining the building. Tim Rosandick, CSD Superintendent of 1502 Fillmore Street, Caldwell Mr. Rosandick assured City Council the CSDthatthe Caldwell School District is willing to do whatever possible in order Lorene Oates 1810 Blaine Street, Caldwell She reported that she was in support of a community task force to bring forward ideas. Corporations should be approached for donations. Orville Collins 2805 Blaine Street, Suite 200, Caldwell Mr. Collins suggested that options from a community task force be presented to City Council and the Caldwell School District Board of Trustees in the form of a plan. Mayor The Mayor stated that he is favor of a task force being formulated to present ideas back to Council. The City of Caldwell and the Caldwell School District has worked together as partners in the past on various projects to improve the community. The task force would need to discuss such items as acquisition of the building to include grant opportunities as well as usage and maintenance of the facilities. He expressed appreciation to those who attended the workshop and provided input. Councilman Hopper In favor of a community task force to be put in place and have them present ideas back to City Council. Councilman Pollard He stated his desire to preserve the historical value of the building. Need to consider public safety budget obligations and yet still find a way to make this happen. Council Member Ozuna She stated that she was in favor of preserving the building but needed more information on how the buildiage can be sustained. Councilman Blacker He expressed appreciation for all of the input given to this topic. Funding sources would need to be secured. Councilman Clark He noted that funding sources need to be secured as well as corporate donations. He would be willing to serve on a community task force as the Council liaison. It was determined that a Community Task Force would be formulated with a target date of 90 days to report back to City Council with their findings. Mr. Collins offered to make the building available for the Council Members to tour. The City Clerk will set up the Community Task Force to include the following members: Chuck Randolph, Mike Gable, Elaine Carpenter, Lorene Oates, Brett Clark, Anne Marie Skinner, and David Clark.
