1.Request Stop Sign on College Avenue at the intersection of College and Missoula
Way (Sheriff Chris Smith)
A resident approached Sheriff Smith and requested a Stop Sign on College at the above
intersection.It is a "T"intersection.Drivers sometimes do not realize College ends in a
'T-section"at Missoula Way and they end up in his front yard.Traffic Commission
agreed unanimously that proper lighting and signage are needed.
Action:Engineering will check on the Street Lighting and Chief Allgood will look into
accident reports at that intersection.Both will report findings via email and make
suggestions.The request will be finalized by email to insure a timely response.
2.Request designated parking at DMV for police vehicles (Paul Navarro)
Paul Navarro requests a dedicated parking space on a dead end street out at the DMV on
Happy Day Blvd.The Sheriffs office approached him about the possibility of a
dedicated parking spot for a marked sheriffs vehicle,Monday thru Friday 8:00 am to
5:00 pm.They have on average 3 to 4 arrests per week at the DMV.the holding cell at
the DMV is located near a side exit to the building and they'd like to place the patrol car
immediately adjacent to the exit along Happy Day Blvd.Traffic Commission
recommends this request under the conditions that the curbing is painted "Yellow"and
appropriate signage is put up.
Action:Contact Mr.Navarro with the Traffic Commissions recommendation.
3.10 'Avenue Speed Study;Linden to Spruce (Brian Billingsley)
The Caldwell School Board made complaint as to the condition of the crosswalks on 10th
Street and the Speed limit by the schools.The School Board would like to see the speed
limit decreased on 10th Street.
Traffic Commission is reluctant to lower the speed limit on 10lh Street as it is an
important and heavily used "collector1.Additional problems can occur from not adhering
to the 85%ruling for speed limits.A large concern being if the speed limit was reduced
on 10lh Street it would push traffic to other streets such as Montana and Kimball.The
Junior High building sets back a significant distance from I01'1 Street and Wilson is set
back from Linden with an off street designated area for loading and unloading buses on
10th Street.Traffic Commission wonders if it is actually a "speeding issue"or rather a
"crossing issue".Solutions would be different.The following are possible crossing
options and associated estimate of cost;

Turn Lane Further information needed for estimate
Traffic Commission would encourage the School District to share in the cost of a
solution.A motion was made and Traffic commission agreed unanimously to perform a
Traffic Study at 10th and Linden.This item will be carried forward to the next meeting.
Action:Engineering to perform Traffic Study at 101 and Linden.
4.Request pedestrian plaza signage on Main Street between Kimball and 7th street

A citizen was concerned about people parking in the new pedestrian Plaza indicated above.TC
Member Mr.Busses'business neighbors the Plaza and he reported he has not seen anyone
parking in the Plaza or attempting to park in the Plaza.Traffic Commission is concerned that
adding bollards or other blocking devices would make it difficult for Vendor access.A motion
was made and Traffic commission agreed unanimously to monitor the Plaza and wait one
winter before additional changes are implemented.
Action:Henry Busse will monitor activity and keep the TC appraised of any issues.
Resource/Weather Pending Business
1.Heritage Charter School "School Zone"and restriping of road for left turn lane.
Must wait until spring weather permits.
3.Homedale and Indiana Avenue intersection -Roundabout/re-design.
4.Marble Front/Illinois crosswalk relocation
