Request for Stop Signs at Noah Way & Abraham, Faith Landing — Multiple Tenants Faith Landing's management company does not want yield signs; they do not agree with the TC's previous recommendations. Per MUTCD the placement of stop signs is not warranted (Page 2B -6 of 2003 edition). Action: TC agreed for installation of a crosswalk and pedestrian signage. Street Department will install. Nicole to contact management company of decision. New Business 1. Request additional crosswalk signals on S. Indiana near Caldwell High School — Principal Anita Wilson Brian Billingsley spoke with Principal Anita Wilson this morning via telephone and her main concern is visibility during the dark morning hours. There is already a crosswalk in front of the YMCA and Brothers Park area near the high school that students can use to cross safely. Rapid flashing beacons are approximately $ l OK to install. Action: Gordon Reed to check on the pedestrian crossing to insure it is working correctly and will also check on nearest street light. Chief Allgood to check on pedestrian accident reports in the area and report findings to TC. Additional street lighting will be installed to make crosswalk more visible. Brian Billingsley to contact Principal Anita Wilson of decision. 2. Discuss /Define interpretation of "Residential Street" — Chris Allgood TC received the above request from Lieutenant Dave Wright in regards to trucks parking in or adjacent to residential areas. Police Code Enforcement uses City Code Chapter 9 for issuing citations. Planning & Zoning Code Enforcement use City Code Chapters 10, 11, 12, & 13. There is a conflict between these codes as to how a street is residential. Police Code Enforcement is unclear as to which code to use for citations. Action: Residential zoning is a more appropriate way to interpret the code for violations. Anne Marie Skinner will relay TC's decision to Lieutenant Dave Wright. TC will organize to have a future Council workshop to discuss changing the Chapter 9 code to reflect residential zoning. 3. Vision triangle obstruction at Oregon Ave. & Logan Street (van in driveway) — Mr. Johnson The driveway is grandfathered so therefore the city cannot require the homeowner to relocate the driveway. The possibility of making Oregon Ave. one way northbound was discussed. Action: Communicate to Mr. Johnson that there are two possible options for this issue. The first option is to leave things as they are. The second option is to change Oregon Ave. to a one way street going northbound. It would be required of Mr. Johnson to canvas the neighborhood to make a petition in order to get input from other residents on Oregon Ave. and provide the results to TC for further discussion. Nicole to contact Mr. Johnson of decision. Resource/Weather Pending Business 1. Heritage Charter School "School Zone" and restriping of road for left turn lane. Must wait until spring weather permits. 2. New HAWK crosswalk on 10 Ave at Elgin. Removal of existing crosswalks in front of Paul's Market and at Freeport Street. 3. Homedale and Indiana Avenue intersection — Roundabout/ re- design. 4. Marble Front/Illinois crosswalk relocation
