CITY COUNCIL WORKSHOP FOR THE PURPOSE OF REVIEWING TWO PROPOSED ORDINANCES: 1) UPDATING CHAPTER 2, ARTICLE 17 CONCERNING THE CALDWELL HISTORIC PRESERVATION COMMISSION AND 2) YEARLY UPDATE TO CHAPTER 10 DEALING WITH THE CALDWELL ZONING ORDINANCE. INVOCATION OFFERED BY PLEDGE OF ALLEGIANCE TO THE FLAG. ROLL CALL. CONFLICT OF INTEREST DECLARATION. SPECIAL PRESENTATIONS The Idaho Foodbank ElJay Waite, Finance Director to Report on Banking Services AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1.Approve acceptance of the minutes from the Caldwell Housing Authority Meetings held on December 20, 2011, January 17, 2012, February 28, 2012, March 20, 2012, April 17, 2012, May 15, 2012, June 19, 2012, and June 27, 2012; the Caldwell Hearing Examiner Meeting held on July 10, 2012; and the Golf Advisory Board Meetings held on April 18, 2012 and June 20, 2012; 2.Approve Resolution authorizing the execution of the 2011-2012 Addendum to the Fourth Amended and Restated Firefighting and Life Preservation Agreement with Caldwell Rural Fire District; 3.Approve Resolution authorizing the use of City funds for purchase and installation of a belt filter press at the Wastewater Treatment Plant; 4.Approve Resolution to waive Assessment #9 for property owner Barbara Ball at 3504 S. Montana Avenue for Connection Fee LID 04-4; 5.Approve Resolution to accept a domestic water main line easement for Primary Health Medical Clinic; 6.Approve Resolution to accept a domestic water service meter easement for Primary Health Medical Clinic; 7.Approve Resolution to accept a pressure irrigation main line easement for Primary Health Medical Clinic; 8.Approve Resolution to accept dedication of domestic water main for Primary Health Medical Clinic; 9.Approve Resolution to accept a domestic water service meter easement for Idaho Central Credit Union; 10.Approve Resolution to accept a pressure irrigation main line easement for Idaho Central Credit Union; 11.Approve Order of Decision for Case No. ANN-187-12 (right-of-way annexation). OLD BUSINESS: 1.Continuation to consider Resolution to amend Article 33 of the Caldwell Firefighters IAFF Local 1821 Collective Labor Agreement with an effective date of July 30, 2012. 2.Consider Bill No. 7 (Ordinance No. 2904)for Case No. ANN-187-12 (right-of-way annexation) with a request to waive the rules, pass on the first meeting and approve the summary for publication. NEW BUSINESS: 1. Accept the tentative budget and set the public hearing to consider the FY-2013 budget for August 20, 2012 during the Regular City Council Meeting to be held at 7:00 p.m. 2.Consider Bill No. 14 (Ordinance No. 2915) to amend Chapter 6, Article 6, Article 5, Section 06-05-10 of the Caldwell City Code pertaining to circumstances which disqualify a person from obtaining a license as a door-to-door salesman with a request to waive the rules, pass on the first reading, and approve the summary for publication. 3.Public Hearing (Quasi-judicial): Case No. ZON-80-12 a request by the Caldwell Planning and Zoning Department to rezone 50 parcels of land from M-1 Light Industrial to T-N Traditional Neighborhood. The parcels are generally located on the west side of Paynter Avenue and the east side of Shaver Avenue, from the north side of Laurel Street to the north side of Anderson Street, including the parcels immediately adjacent to the north side of Anderson Street. The parcel at the southwest corner of Anderson and Paynter is not included in the request, the four parcels at the northwest corner of Paynter and Laurel are not included Page 1 of 2 in the request, and the parcel that has frontage on both Paynter and Shaver in the middle of the area between Anderson and Holly is not included in the request. 4.Financial and Human Resource Report. 5.Council Reports. 6. 7.Executive Session pursuant to Idaho Code, Section 67-2345, Subsection (f) for the purpose of discussing pending litigation. 8.Adjourn. Next Regular City Council Meeting is on Monday, August 20, 2012 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
